The meeting, which will be attended by provincial and federal ministers as well as NEC members, will hold discussions on a three-point agenda. The meeting is expected to discuss development budget for the upcoming fiscal year, as well as increase in development budget for Azad Jammu and Kashmir and FATA. A five-year economic plan spanning from 2018 to 2023 would also be part of the agenda, sources said. Meanwhile, Sindh minister Manzoor Wasan was inducted in the council, according to a notification issued by the Cabinet Division. President Mamnoon Hussain approved Wasan'a appointment as NEC member. Wasan was appointed in place of Mir Hazar Khan Bijarani.

  5. ISLAMABAD: The National Accountability Bureau (NAB) has summoned Pakistan Tehreek-e-Insaf leader Aleem Khan on Monday in relation to a corruption probe. According to the NAB, the PTI leader did not provide relevant documents. The anti-graft body has directed Khan to appear at its Lahore office in person. In response to the development, Khan?s spokesman said that a lawyer of the PTI leader would appear before the NAB on Monday. The spokesman said that the lawyer will submit all the record summoned by the NAB. He said that Aleem Khan respects courts and will appear whenever summoned.

The mayor was addressing a ceremony on the occasion of 'Clean Karachi Walk' organised at Sea View, Karachi on Saturday. Akhtar lamented that what's happening here is not seen anywhere in the world. "Garbage is being dumped in water, which has destroyed marine life. As long as a permanent solution is not sought to this issue, the city would not be cleaned." The city mayor said it was his responsibility to know as to where the funds have been spent. He said the conditions at hospitals are poor, where even medicines are not available. "Ninety-five per cent people have been drinking unsafe water," he regretted, contending that issues will not be resolved until the city is cleared of garbage. "After Musharraf, there is no one to take care of this city," Akhtar said in his address. "These people pay taxes and they are questioning." Lamenting lack of funds, he said that he does not have enough funds to initiate anti-epidemic spray drive in the city. The mayor further regretted that he is himself handing bags to citizens for disposing of trash, but no one puts trash in it and it is thrown on the roads. "It is also the responsibility," he reminded. The event was attended by a large number of students and members of the civil society.

"I think he played fantastically well," said Mourinho on Lukaku´s performance.   10. BAGHDAD: An Iraqi court has sentenced 16 Turkish women to death by hanging for joining Daesh, a judiciary spokesman said on Sunday. Iraq is conducting the trials of hundreds of foreign women who have been detained, with hundreds of their children, since August by Iraqi forces as Daesh strongholds crumbled. The central criminal court issued the sentences ?after it was proven they belong to the Daesh terrorist group and after they confessed to marrying Daesh elements or providing members of the group with logistical aid or helping them carry out terrorist attacks,? said Judge Abdul-Sattar al-Birqdar. All the verdicts are subject to appeal, he told Reuters. Thousands of foreigners have fought on behalf of Daesh in Iraq and Syria since at least 2014. Many foreign women came - or were brought - from overseas to join the militants. More than 1,300 women and children surrendered to Kurdish Peshmerga in August, after government forces expelled the jihadist group from the northern Iraqi city of Tal Afar. Their numbers have since swelled to about 1,700 as more foreign nationals surrendered or were captured during operations to root out the militants, according to aid officials. Another Turkish woman was sentenced to death last week and 10 others of various nationalities to life in prison, all for alleged Daesh membership. A German woman was sentenced to death last month for belonging to the group and a Russian fighter was also sentenced to death in Iraq last year for joining the hardline group. Iraq has handed over to Russia four women and 27 children suspected of having ties to the group, the foreign ministry said on Thursday, adding that they were ?tricked? into joining the militants. Iraq declared victory in December over Daesh, which had seized control of nearly a third of the country in 2014. The group has been driven out of all population centers it once controlled on both sides of the Iraqi-Syrian border, but members have continued to carry out bombings and other attacks in Iraq.

REUTERS 1 COLOMBO: Sri Lanka?s president reshuffled his cabinet on Sunday, appointing his prime minister as the law and order minister, after the governing coalition suffered a series of defeats in local elections earlier this month. The governing coalition of the Sri Lanka Freedom Party (SLFP) and the United National Party (UNP) blamed the defeats at least partly on its lack of progress in several anti-corruption investigations. President Maithripala Sirisena, the leader of the SLFP, and Prime Minister Ranil Wickremesinghe, the head of UNP, won office by promising to investigate corruption under the previous government, led by Mahinda Rajapaksa. But critics charge the investigations slowed under Sagala Ratnayaka, the previous law and order minister, and he will be replaced by Wickremesinghe, who will also remain prime minister. Sirisena said more changes could be expected within the SLFP in the next two weeks. The corruption investigations have focused on family members of Rajapaksa, now a legislator on the opposition benches. They face allegations ranging from misappropriation of state properties to unexplainable assets. Two of Rajapaksa?s sons, Namal and Yoshitha, have been arrested and released on bail over money-laundering allegations. One of his brothers, Basil, who headed the economic development ministry, has also been arrested at least three times, twice over suspicion of misuse of anti-poverty funds and once over suspicion of laundering money. He is free on bail. All the Rajapaksas deny wrongdoing. The government has yet to fulfill the promises it campaigned on. Those include a new constitution aimed at devolving some powers to provincial governments dominated by ethnic minorities, facilitate an international probe into alleged war crimes in the final phase of Sri Lanka?s war against the Tamils, and fiscal discipline efforts sought by the International Monetary Fund. Nationwide elections are not due until 2020.

ISLAMABAD: Pakistan Tehreek-e-Insaf announced on Sunday a campaign for the 'recovery' of Faisal Subhan, alleging that he went missing after exposing corruption involving Chief Minister Punjab in Multan metro project. A PTI session was held under Chairman Imran Khan, where he demanded an inquiry into the disappearance of Subhan, who allegedly revealed the corruption in front of Chinese officials. Later, Imran Khan took to Twitter to express his opinion on the matter. The PTI chairman said that Subhan confessed to Chinese regulatory authority investigating corruption in the Multan metro bus project that Shehbaz Sharif and his family received hefty kickbacks in their overseas accounts. The PTI chief called the statement of Capital Engineering CEO?s statement ?Panama of Shehbaz Sharif?. He further said that following his confession, Subhan went missing. Imran Khan, while announcing the recovery campaign for Subhan, said that the case should be investigated. The PTI chief also requested to the Supreme Court to make metro and Orange Line projects contracts public.

  15. LAHORE: Police on Sunday arrested a man accused of torturing a minor maid employed at his house. The maid is now in the custody of the Child Protection & Welfare Bureau which said it has contacted its parents too. The department has announced to provide medical and legal aid to the minor. According to neighbours, they found the maid crying on the road and took her to the police station. She was then handed over to child protection services. According to the minor, she was burnt and thrown out of her employer?s house. Tayyaba torture case: SC orders completion of trial by Feb 15 The apex court also discards appeal filed by judge Raja Khurram Zaman, challenging high court's rejection of compromise with parents of tortured minor A number of cases of abuse and torture of child maids have emerged in the past year throughout the country. In April last year, a 14-year-old maid, with visible torture marks on her body, was recovered from Lahore?s Muslim Town area. She alleged her employer and wife routinely beat her up. Another infamous case was that of Tayyaba where a sessions judge and his wife were alleged to have tortured the minor maid.

In a match filled with twists and turns, the outcome hung in the balance until Santer smacked a six in the final over to get New Zealand home with four balls to spare. Rival captains Kane Williamson and Eoin Morgan both said the initiative "ebbed and flowed" throughout the match. "There wasn´t much between the sides and I think that´s reflected in the result," added England skipper Morgan. Taylor with 113 and Latham (79) paved the way for the New Zealand win and when England produced a middle-order collapse Santner hit a match-winning 45 off 27 deliveries. Ben Stokes celebrated his return to international cricket with the crucial wicket of Latham to snap a 178-run stand with Taylor and have New Zealand at 205 for four in the 40th over. They slipped further to 244 for seven before Santner lashed out to chase down England´s 284 for eight. "When we broke the partnership we knew we were back in the game but taking it towards the end we just didn´t have enough in the tank," said Morgan. Williamson, who won the toss and elected to bowl, expecting the dew to have an effect late in the day-night match, singled out key moments which went New Zealand´s way, particularly with bowling late in the England innings. "We had to play a lot of cricket before the dew came in but I think it was a factor tonight," he said. "A lot of credit to the death bowling. But the party's Central Committee proposed deleting from the constitution the stipulation that a president "shall serve no more than two consecutive terms" of five years, the official Xinhua news agency reported Sunday. "I think he will become emperor for life and the Mao Zedong of the 21st century", Willy Lam, politics professor at the Chinese University of Hong Kong, told AFP. "If his health permits, he wants to serve 20 years, which would mean until 2032 as secretary general of the party, and 2033 as state president," Lam said. The proposed change, which would also apply to the vice-president, will be submitted to legislators at the annual full session of the rubber-stamp National People's Congress starting March 5. Xi is expected to be given a second term in office during the two-week-long session. Name in constitution At the 19th five-yearly Communist Party Congress last October, Xi unveiled a new seven-member Politburo Standing Committee ? its top ruling body ? that lacked any clear heir apparent to him. He was also given the customary second term as party general secretary, a job which does not have a formal term limit. Xi also saw his eponymous political philosophy ? Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era ? included in the party's charter, an honour only accorded to one previous leader, Mao, during his lifetime. The Central Committee also proposed adding Xi's "thought" to the national constitution, joining Mao again. Since taking over as party general secretary in late 2012, Xi has waged a remorseless battle against corruption, which has seen more than one million people punished. Some also see the campaign as a means for him to eradicate internal opposition. A major outcome of the 19th Party Congress was the decision to establish a new anti-graft agency, the National Supervisory Commission, that will coordinate investigations at all levels of government and expand its remit to include non-party members. The Central Committee proposed listing the commission as a new state organ in the constitution. 'Without opposition' Xi told party officials on Saturday the constitution was key to building a moderately prosperous society, building a modern socialist country and realising the "Chinese dream of national rejuvenation" ? his slogan to restore the nation to its former glory. "No organisation or individual has the privilege to overstep the constitution or the law," Xinhua quoted him as saying. Xi is keeping a key ally by his side as he cements power. The feared former head of the anti-graft agency, Wang Qishan, stepped down from the Standing Committee last October because at 69, he had reached the traditional retirement age. But Wang was selected earlier this year as a deputy to the upcoming National People's Congress annual session, fuelling speculation that he could become Xi's vice-president or gain some other influential role. Another ally and new Standing Committee member, Li Zhanshu, could become head of the National People's Congress. "[Xi] would then ensure that his constitutional reform is adopted without opposition," said Jean-Pierre Cabestan, China politics specialist at Hong Kong Baptist University. Xi's presidency has been marked by the return of a personality cult and a major crackdown on democracy and human rights. Earlier this year the party mouthpiece People's Daily further cemented his elevation by publishing an article that for the first time referred to him as "lingxiu" ? a Mao-era honorific with more reverential and spiritual connotations than the ordinary terms.

Denis Urubko, 44, was part of a team of Polish mountaineers attempting to be the first to scale the 8,611-metre (28,251 feet) K2 in winter, but broke away from the group after a series of disagreements. The climber left behind his team at K2´s base camp on Saturday, with sources close to the expedition citing his increasing frustration at his fellow climbers´ pace. "He was trying to persuade the team to push for the summit in February," a porter accompanying the group told AFP Sunday, adding Urubko argued that conditions in March would make a summit difficult. "He has had a heated debate with the team leader and left for the summit without saying a word," the porter added on condition of anonymity. The Polish team confirmed the incident, saying Urubko left Camp Two without a radio after refusing to speak to the expedition´s leader. Pakistani sources said the latest incident followed mounting dissatisfaction after Urubko became upset when the team abandoned a planned route to the peak earlier this month. Fellow mountaineers expressed concerns over Urubko´s attempt to summit K2 alone, in what is largely considered one of the world´s most difficult climbs. "A solo attempt of K2 in winter is completely suicidal," said Pakistani climber Mirza Ali. Karim Shah, an experienced mountaineer and friend of Urubko, described the attempt as "very risky". "He is known as the ´Himalayan expert´ among the mountaineering community... but his decision is not correct and does not suit someone of his stature," added Shah. Urubko made headlines across the world as part of a two-member team that saved a French mountaineer in a daring night-time rescue on Pakistan´s Nanga Parbat last month. During a news conference, Lodhran DPO Ameer Taimur said the son of Aasma?s paternal uncle first kidnapped the minor from her house on February 19, then raped her. The police official added that the accused, 18-year-old Ali Haider, killed the girl as she had recognised him. Haider then dumped the six-year-old?s body in a ditch near her house, which was found on February 23. A case was filed by the girl?s brother Javaid, following which police had arrested four suspects, including two of Aasma?s cousins. During interrogation, the accused confessed to the crime. Although the rape and killing of minors is not an uncommon occurrence, the cases have started surfacing lately after murder of Zainab in Kasur, which sparked outrage throughout the country. The rape and murder of Zainab brought forth a number of similar cases in Punjab and other areas of Pakistan, springing authorities into action for arrest of the culprits behind the heinous crime.

Photo: File LAHORE: Minister for Railways Khawaja Saad Rafique issued a defamation notice of Rs5 billion to Pakistan Tehreek-e-Insaf (PTI) leader Fawad Chaudhry for levelling false allegations against him on Sunday. In a tweet posted Sunday, Saad Rafique demanded an unconditional apology from Fawad over his statements against the railway minister regarding Paragon Housing Society. During a news conference on February 22, Fawad had said that the whole country knew that Paragon Housing Society belongs to Rafique. The PTI leader had also alleged that the railways minister was a part of the land mafia, saying that he had deprived the common people of their property. Rafique has demanded that Fawad either prove the allegations or publically apologise within 14 days. The railways minister has said he would initiate legal proceedings against the PTI leader if he fails to do as stated. In the notice, the railway minister has also stated that the Constitution allows every person to protect their sanctity and that no one should level baseless allegations against anyone. Housing scheme scams The allegations against Rafique have come at a time when Punjab government officials are being apprehended for scams related to housing schemes. Recently, the former director general of Lahore Development Authority, Ahad Cheema, was arrested for illegally awarding contract worth billions to companies reportedly on the basis of nepotism. One of the recent arrivals, Nur Mohammad, said his village in Myanmar?s Rakhine state was surrounded by Buddhist vigilantes for days before they were allowed to leave. ?The Moghs (Buddhists) torched our houses, kept us confined and starving,? Nur said. ?Villages are razed to the ground. We walked for days through mountains to reach here.? Thirty-year-old Enayetullah was among the 200 Rohingya who crossed the Naf river into Bangladesh on Friday. Most of his neighbours had left earlier, part of a 700,000-strong Rohingya exodus since August 25, leaving behind desolate and burned-out villages. ?We stayed all these months hoping the situation will be fine. But in recent weeks, security forces have taken away our young men. If they abduct 10, only one returns,? Enayetullah told AFP. Enayetullah also accused Myanmar security forces of torching his shop, prompting him and his three brothers to flee their home in Mognapara village near the town of Buthidaung. The military crackdown in the north of Rakhine has been called ?ethnic cleansing? by the United Nations and the United States. While Bangladesh and Myanmar talk of repatriating the refugees, the influx continues. Some days 200 people cross the border, on others a few dozen make the perilous journey. More than 2,500 have entered the overflowing camps in Bangladesh so far in February. Hundreds of Rohingya villages have been torched in the crackdown, according to refugees and monitoring groups. Human Rights Watch said Friday that another 55 villages have been razed since November. The Rohingya have been systematically stripped of their legal rights in mainly Buddhist Myanmar in recent decades and face rampant discrimination. Myanmar denies seeking to eradicate the minority but refuses to give UN investigators access to an area where thousands of Rohingya are believed to have been killed. In November, Bangladesh and Myanmar signed an agreement to repatriate some 750,000 Rohingya over two years. Last week Dhaka sent a list of 8,000 names to Myanmar for verification. No going back But Rohingya leaders bluntly refuse to return. The UN says anyone who goes back must be a volunteer, while Myanmar shows no sign of accepting the Rohingya as full citizens. ?If they send us back, we?ll be tortured or killed. We would rather be killed here in Bangladesh. Here, at least I?ll get a Muslim burial,? said Mohammad Elias, whose group has protested against repatriation in recent weeks. According to UN, since the repatriation deal was signed on November 23, 2017, nearly 70,000 Rohingya have arrived in Bangladesh through different routes in and near Cox?s Bazar district. "Those who came in recent days said they were tortured," Mainuddin Khan, Teknaf town police chief, told AFP. Some Rohingya who remained in Rakhine?s three main Muslim districts said the situation has improved in parts of the region, but life in the empty villages was unbearable. Maun Maung Tin, a Rohingya from Maungdaw, said it was impossible to buy or sell goods and they were afraid to complain to authorities. ?The new refugees say that they feel unsafe, threatened and harassed at home, in villages that are often abandoned,? said Kate Nolan, coordinator for Doctors Without Borders (MSF) in Bangladesh. Aid agencies say there is still a critical risk of life-threatening diseases in the overcrowded camps in Bangladesh, where most refugees live in flimsy tarpaulin-and-bamboo huts. A new threat looms with the cyclone season that starts in April. The massive storms have killed hundreds of thousands along the coast in the past five decades. ?We are concerned about the nature of the shelters, how robust they are and if they are really prepared and equipped for the heavy rains,? said MSF?s Nolan. The Rohingya say they are unwilling to go back, despite the cyclone risk. ?At least there is adequate food here and there is no one to kill or torture you,? said Enayetullah.
