  1. ISCHIA: G7 countries and tech giants including Google, Facebook and Twitter on Friday agreed to work together to block the dissemination of Islamist extremism over the internet. "These are the first steps towards a great alliance in the name of freedom," Italian Interior Minister Marco Minniti said after a two-day meeting with his Group of Seven counterparts, stressing the importance of the internet for extremist "recruitment, training and radicalisation." Officials said the accord aimed at removing extremist content from the web within two hours of being posted. "Our enemies are moving at the speed of a tweet and we need to counter them just as quickly," acting US Homeland Security Secretary Elaine Duke said. While acknowledging progress had been made, Britain´s Home Secretary Amber Rudd insisted "companies need to go further and faster to not only take down extremist content but also stop it being uploaded in the first place". The meeting on the Italian island of Ischia off Naples also focused on ways to tackle one of the West´s biggest security threats -- militants fleeing Syria -- as the European Union promised to help close a migration route considered a potential back door for terrorists. Tens of thousands of citizens from Western countries travelled to Syria and Iraq to fight for the Daesh between 2014 and 2016, including some who then returned home and staged attacks that claimed dozens of lives. Minniti warned last week that fighters planning revenge attacks following the collapse of the Daesh stronghold in Raqa could hitch lifts back to Europe on migrant boats from Libya. The United States and Italy signed an agreement on the sidelines of the G7 meeting to share their fingerprint databases in a bid to root out potential extremists posing as asylum seekers. The "technical understanding" aims "to ascertain whether (migrants, asylum seekers or refugees) are noted criminal suspects or terrorists", Minniti´s office said. 'De-radicalisation' Earlier, EU President Donald Tusk promised the bloc would fork out more funds to help shut down the perilous crossing from Libya to Italy -- a popular path for migrants who hope to journey on to Europe. The EU would offer "stronger support for Italy´s work with the Libyan authorities", and there was "a real chance of closing the central Mediterranean route", he said. Italy has played a major role in training Libya´s coastguard to stop human trafficking in its territorial waters, as well as making controversial deals with Libyan militias to stop migrants from setting off. Minniti said the G7 ministers had discussed how to go about "de-radicalising" citizens returning from the Daesh frontline, to prevent them becoming security risks in jails. The ministers had also brainstormed on how to tackle the legal headache of prosecuting returnees, amid questions over what sort of evidence, collected by whom, could be used in a domestic court. The US and Britain called for more to be done on aviation safety, particularly through the sharing of passenger data. 'Malware of terror' The Group of Seven --- Britain, Canada, France, Germany, Italy, Japan and the US -- said it had also called on the web giants to work with their smaller partners to bolster the anti-extremism shield. "Daesh took to the technology world like a fish to water," Minniti said, adding that it was time to unleash the antidote to its "malware of terror". Rudd said the UK government would do its part by changing the law so that those accessing and viewing extremist material on the web could face up to 15 years behind bars. But Julian Richards, a security specialist at BUCSIS (Buckingham University Centre for Security and Intelligence Studies), said the rest of the G7 was unlikely to get behind her on that front. "The UK's fairly hard approach of introducing legislative measures to try to force companies to cooperate... and suggestions that people radicalising online should have longer sentences, are often considered rather unpalatable and too politically sensitive in many other advanced countries," he told AFP.

UNITED NATIONS: Leaders of France, Italy and the United Kingdom urged social media companies on Wednesday to more swiftly remove ?terrorist content? from the internet, with the aim of stopping it from being uploaded in the first place. ?The tech companies have made significant progress on this issue, but we need to go further and faster to reduce the time it takes to remove terrorist content online,? British Prime Minister Theresa May said in a speech to the United Nations General Assembly of world leaders in New York. She said there was a need ?to increase significantly the efforts to stop (extremist content) being uploaded in the first place.? French President Emmanuel Macron and Italian Prime Minister Paolo Gentiloni later pushed in a separate event hosted by May for such content to be removed swiftly. ?This is what must be done. In one hour the content must be identified, analyzed and withdrawn to avoid it being broadcast widely. Experience shows that this is possible,? said Macron, speaking through an interpreter. ?We have a real battlefield for hearts and minds and (it) is the web,? Gentiloni said. He said economic and privacy issues were a hurdle in this process, ?but we also have to know, if we are aware of the fact that this battlefield is so relevant, that we can?t reduce our ambition because of the difficulties.? Several websites across the internet list ingredients for making bombs or instructions on how to use vehicles to attack pedestrians. Online retailer Amazon.com said on Wednesday it was reviewing its website after an investigation found it could help users buy the ingredients to make a bomb using its ?Frequently bought together? and ?Customers who bought this also bought? features. The European Union has threatened legislation if internet companies do not better police what is available on the web. ?Removing all of this content within a few hours - or indeed stopping it from appearing on the internet in the first place - poses an enormous technological and scientific challenge,? said Kent Walker, general counsel for Alphabet Inc?s Google. ?The haystacks here are unimaginably large and the needles are both very small and constantly changing.? Walker spoke on behalf of Facebook Inc, Microsoft Corp, Google subsidiary YouTube and Twitter Inc, all members of the Global Internet Forum to Counter Terrorism created in June under pressure from governments in Europe and the United States after a spate of militant attacks. Its aim is to share technical solutions for removing extremist content and work more closely with counter-terrorism experts. Walker said between August 2015 and June 2017, Twitter had suspended almost a million accounts for the promotion of terrorism, and that the use of technology and artificial intelligence had allowed Facebook to root out ?terrorist clusters.?

JAKARTA: Alphabet Inc's Google is working with Indonesia to tackle video content deemed to be offensive, including material that might incite violence or hate speech, a senior official of the search giant said on Friday. Google plans to implement its "Trusted Flagger" programme in Indonesia over the next two to three months, Ann Lavin, Google's director for public policy and government affairs in Southeast Asia and Greater China, told a news conference in Jakarta. The programme, which is already running in countries such as France, Germany, the United Kingdom and the United States, allows selected users to flag questionable content on its video-sharing platform, YouTube, in bulk rather than one at a time. Content flagged by group members will be prioritised for review and may then be removed by Google. A growing amount of content encouraging religious intolerance or radicalism is being shared in Indonesia, home to the world's largest Muslim population and some of the most avid users of social media such as YouTube, Facebook and Twitter. Indonesian Minister of Communication and Information Rudiantara separately discussed the issue of "negative" content with representatives from Google and Twitter Inc on Friday, two days after he met Facebook officials. At a joint news conference with Google's Lavin after their meeting, Rudiantara said his ministry's priority was to "protect" Indonesians from content that promotes radicalism, terrorism and drugs. But the Indonesian government was not trying to foster a "regime of censorship", said Rudiantara, who uses one name. Apart from the communications ministry, Lavin said, Google would also work with civil society groups such as the Wahid Institute, led by prominent moderate Muslim figure Yenny Wahid, and anti-hoax community MAFINDO. While the move to curb content that incites hatred is positive, both the government and Google should be clear about the process, said Nawawi Bahrudin, executive director of the non-government body, Legal Aid Center for the Press. "They should not just use their own yardsticks," Bahrudin said by telephone. "They have to be transparent and not just keep it among themselves." In June, Rudiantara said Google's Asia-Pacific headquarters had agreed on future tax payments after a months-long dispute with the government, paving the way for a shake up in the way similar companies operate in Southeast Asia's biggest economy. Indonesia has been pushing multinational technology firms to incorporate domestically, arguing that by setting up small business entities to provide "auxiliary" services they get away with minimal taxation and book most of their revenue from the country elsewhere.

ISLAMABAD: Facebook has turned down Pakistan?s request to take specific measures for tackling of blasphemous content on the popular social media platform, citing safeguard of consumer rights as a primary reason, reported Voice of America (Urdu). Interior Minister Chaudhry Nisar Ali Khan had requested Facebook administration to link accounts with phone numbers for users in Pakistan, in order to facilitate a database for tracking objectionable content. Nisar had put forth the request during a meeting with Facebook Vice President Joel Kaplan last week. ?We can confirm that Pakistani officials requested that we link new Facebook accounts with an internet user?s mobile phone number to address the problem of fake accounts. We declined that request,? said Christine Chen, a spokesperson for the platform. The spokesperson added that the social media platform is concerned about legal cases against Facebook users currently pending in courts. Chen further stated in her email that Facebook applies a clear and strict legal process to ?any government request for data or content restrictions?. Chen further said the platform would struggle to safeguard its users from unnecessary and excessive government interference. The spokesperson confirmed that Facebook has not changed its action procedure regarding the government?s request, adding that the company?s officials meet with governments regularly to enlighten them about the platform?s services and operations. During the meeting with the interior minister, Facebook?s measures concerning small businesses, developers and digital literacy were also discussed, the report added. Earlier, Nisar had met Kaplan and discussed various steps and actions to remove blasphemous content from the social media website, a statement from the interior ministry had stated. Nisar had said the entire Muslim Ummah was disturbed and had serious concerns over the misuse of social media platforms to propagate blasphemous content. The statement claimed that Nisar told the top-level representative of Facebook that though the government of Pakistan believes in free speech however, it will not allow anyone to insult religious sentiments of people.
  6. Partial ban came as the country suffered from a string of attacks. JAKARTA: Indonesia has blocked web-based access to popular messaging service Telegram and threatened a full ban on the app due to its "terrorism" content, the government said. The communications ministry said in a statement that "so many channels in the (Telegram) service contain radicalism and terrorism... encouragement and tips to assemble bombs or launch attacks" that it needed to block it. The partial ban came as the country suffered from a string of attacks, including one carried out by a man police said was radicalised after reading radical material on Telegram. The government has so far blocked only access to the app via computer, but is preparing to impose a full ban. "We are now preparing a process to close down Telegram app in full throughout Indonesia if Telegram does not come up with a standard operating procedure to handle law-violating contents," the communications ministry said in a statement issued late Friday. In June, a lone wolf attacker stabbed two police officers in a mosque. Police said the man had no links to militant groups but had been radicalised through material he read on Telegram. Telegram is a free Russian-designed messaging app that lets people exchange messages, photos and videos in groups of up to 5,000. It has attracted about 100 million users since its launch in 2013. The app has come under fire in Russia after the state communications watchdog threatened to ban it in June, saying the company behind the service had failed to submit company details for registration. Russia´s FSB security agency also said Telegram was used by those behind April´s Saint Petersburg metro bombing. Telegram CEO, Pavel Durov, said the firm will investigate the Indonesia charges. "We have never received any requests/complaints from the Indonesian government," Durov said on Twitter.

ISLAMABAD: Interior Minister Chaudhry Nisar Ali Khan on Friday on Friday met Facebook Vice President Joel Kaplan and discussed various steps and actions to remove blasphemous content from the social media website, said a statement from the interior ministry. Nisar said the entire Muslim Ummah was disturbed and has serious concerns over the misuse of social media platforms to propagate blasphemous content. ?Nothing is more sacred to us than our religion and our holy personalities,? said Nisar. ?We appreciate the understanding shown by the Facebook's administration and the cooperation being extended to us on these issues.? The statement said the Facebook official reiterated the website's commitment to keep the platform safe and promote values that are in congruence with its community standards. He added the social media site is also committed to removing fake accounts, explicit, hateful and provocative material that incites violence and terrorism. Kaplan`s visit to Islamabad was the first tour of a high-level representative from Facebook Public Global Policy. The statement claimed that Nisar told the top-level representative of Facebook that though the government of Pakistan believes in free speech however, it will not allow anyone to insult religious sentiments of people.

Google said it would take a tougher position on videos containing supremacist or inflammatory content by issuing a warning and not monetising or recommending them for user endorsements, even if they do not clearly violate its policies. The company will also employ more engineering resources and increase its use of technology to help identify extremist videos, in addition to training new content classifiers to quickly identify and remove such content. "While we and others have worked for years to identify and remove content that violates our policies, the uncomfortable truth is that we, as an industry, must acknowledge that more needs to be done. Now," said Google's general counsel Kent Walker. Google will expand its collaboration with counter-extremist groups to identify content that may be used to radicalise and recruit extremists, it said. The company will also reach potential Daesh recruits through targeted online advertising and redirect them towards anti-terrorist videos in a bid to change their minds about joining. Germany, France and Britain, countries where civilians have been killed and wounded in bombings and shootings by militants in recent years, have pressed Facebook and other providers of social media such as Google and Twitter to do more to remove extremist content and hate speech. Facebook on Thursday offered additional insight on its efforts to remove terrorism content, a response to political pressure in Europe to militant groups using the social network for propaganda and recruiting. Facebook has ramped up use of artificial intelligence such as image matching and language understanding to identify and remove content quickly, the company said in a blog post.

ISLAMABAD: Interior Minister Chaudhry Nisar on Wednesday directed the chairman of the Pakistan Telecommunication Authority (PTA) to prepare a framework for regulating the use of social media and targeting blasphemous and defamatory content. Chairing a high level meeting here, he directed that initial draft of Standard Operating Procedures (SOPs) should be prepared in a week's time for further consideration. The meeting was attended by secretary interior, chairman PTA, advocate general, chairman National Database and Registration Authority (NADRA), Inspector General of Police (IGP) Islamabad, senior officials of Federal Investigation Agency (FIA) and the ministry. He also directed chairmen NADRA and PTA to review relevant laws and regulatory frameworks of neighboring democratic countries and that of the developed nations for devising a system that ensures freedom of expression while simultaneously checking unbridled misuse of social media. The PTA was directed to consult all stakeholders including service providers, civil society, mainstream media and others, for setting guidelines, duly supported by the legal framework, to regulate use of social media for constructive purposes and nation-building process. No attack on social media, only demand checks and balances: Nisar Nisar discussed details of a meeting held with all representative bodies of media The minister asked speaker National Assembly to convene a meeting of representatives of all political parties for evolving consensus for putting in place a framework to ensure that social media platforms are used in a positive manner. He asked Foreign Office to get in touch with the Organization of Islamic Countries (OIC) Secretary General for convening a meeting at OIC level on issue of blasphemous content on social media as per commitment given to him by the secretary general during his last visit to Pakistan. Pakistan is willing to play host of OIC conference. There’s no denying the popularity of social media. Worldwide, Facebook has 1.86 billion users active monthly. Every day, millions of people are using Facebook to speak with friends, to talk about their interests and to find new people to connect with. Of that 1.86 billion people, a good portion of those are actively discussing topics your forum covers. There is a huge opportunity to tap into social media to join in the discussion and to promote your community and provide a venue to carry on the discussion. For a while, we’ve had social media log in extensions, which means that your users can sign into your community simply by clicking a relevant button. We’ve also had the ability to share things to a personal Facebook account. These tools are great for your users, but how do they help you, forum owner? IPS Community Suite 4.2 introduces a way to promote your content directly to your brand’s Facebook page and your brand’s Twitter account. You can curate fun and engaging topics and share them. The workflow is simple. Simply browse your community and queue up interesting topics, comments, gallery items, blog posts or database articles for posting throughout the day to your brand’s social media accounts. You choose the schedule, the hashtags and the wording to send. Let’s look at the feature set in more detail. Your first stop is to set up the feature from the admin panel. The system will guide you through the necessary steps of connecting your Facebook and Twitter accounts. Once Facebook has been set up, you can select any page that you are an administrator of on Facebook. The admin panel also offers scheduling options and permissions. You can pre-set the times for when content will be posted. Facebook and Twitter both have analytic tools to determine when your visitors are most frequently online. A good tip here is to set the time to a slightly odd number, so 11:45am is better than 12:00pm as you are likely to catch the attention of someone waiting for lunch, or a lunchtime meeting. You have full control over who can promote items to your social media accounts. You can specify by group or pick individual members who may not be in those groups. The sharer is smart enough to pull attachments already added in the post, and you can upload your own images to be sent. Generally, shared items that have an image get better organic reach than just text alone so you’ll almost always want to choose or add an image. Twitter can use up to 4 images, and Facebook allows 1000 pictures per album, but you’ll never want to upload that many! Once you’ve filled out your content and picked your images, you can schedule the promotion. Generally, you’ll want to use the auto schedule option as this allows you to just stack up multiple items and let the auto scheduler post the items according to your pre-set schedule. You can also set a specific date and time if you are looking to run a promotion or other time sensitive event.   13. A Pakistani court has threatened social media giant Facebook to censor and ban blasphemous content that insults Islam. The country’s investigation agency has said that it wants all offensive content on Facebook to be blocked and is also seeking Interpol’s help to identify this “blasphemous” content. (I really want to know what they are smoking!) The Federal Investigation Agency (FIA) has sent a formal request to Facebook however; the social media company has not yet responded. A senior Pakistani diplomat in Washington was asked to get in touch with Facebook to seek the required information under the US Right to Information law. © Reuters Pakistan's interior Minister Nisar Ali Khan has requested Facebook to comply with their requests and said "I hope that the management of Facebook will respect the religious sentiments of 200 million Pakistanis and tens of millions of users of Facebook in Pakistan and will cooperate in that regard," he was quoted as saying in a ministry statement. © Reuters Earlier this week, Pakistani Prime Minister Nawaz Sharif also voiced his concerns regarding the “blasphemous content” on social media and also described it in a tweet as "unpardonable offence". Pakistan has repeatedly blocked social media websites and pornographic sites in the past citing anti-Islamic content as the cause. In 2010 Pakistani courts also ordered a total ban on Facebook as parody pictures of Prophet Muhammad were shared on the popular social networking website.

Following on from our previous entry about the new Recommended Replies feature, we also have one more small feature change that will be very useful. Content Message is a small feature available in all IPS Community Suite content areas (forums, blogs, gallery, etc.) and allows a moderator to put a message at the top of any item. Topic with a moderator message This is useful if you have a special use for the area people are posting in, need to encourage conversation to stay on topic, or perhaps the conversation is becoming heated and you need to remind people to behave. Sometimes the smallest features can prove the most useful and already I have found myself reaching for this feature out of habit from using it on our test 4.2 installs and missing it on our production site. I cannot wait to have it available and I am sure you will enjoy the ability to add custom notes to any area of the Suite. Development Note For our power users: this feature and the Recommended Replies feature use a new content meta data capability. This allows you to store miscellaneous data that is attached to a content item which does not need to be otherwise searched or exposed unless you are viewing that item.
