Federal Minister for Human Rights Dr Shireen Mazari ISLAMABAD: Federal Minister for Human Rights Dr Shireen Mazari lent her support on Friday to separate prison cells for transgender inmates, reported the APP. The Islamabad High Court (IHC) had formed a commission on jail reforms. Mazari was chairing a meeting to finalise a report on carrying out reforms in prisons across the country. The commission was formed on the writ petition filed by Khadim Hussain, currently a prisoner at the Central Jail Adyala, Rawalpindi, before the Islamabad High Court after his vision was impaired during the course of his sentence due to failure and negligence of prison authorities. After hearing the plight of the prisoner, the high court constituted a commission to be chaired by the Minister of Human Rights to look into the following areas; to investigate human rights violations in the prisons and lack of medical assistance and obstacles in access to a court of law of prisoners who do not have means or assistance in this regard. To investigate failure on part of the executive authorities and respective Governments to fulfill obligations and enforce the Prison Rules and the Code of Criminal Procedure 1898 relating to prisoners who suffer from illness and diseases.

For the sixth year running, the pope held the ritual in an institution rather than in the splendors of the Vatican or a Rome basilica, as his predecessors did. Conservatives have criticized him for including women and non-Christians in the rite in the past. He visited Rome?s Regina Coeli (Queen of Heaven) jail in the center of city, to perform the rite recalling Jesus? gesture of humility toward his 12 apostles on the night before he died. The 12 male inmates were from Italy, the Philippines, Morocco, Moldavia, Colombia and Sierra Leone. Eight were Catholic, two were Muslim, one was an Orthodox Christian and one a Buddhist. Francis wove the sermon of a Mass around the theme of service, saying many wars could have been avoided in history if more leaders had considered themselves servants of the people rather than commanders. He spoke of the death penalty just before leaving the prison, a former 17th-century Catholic convent that was transformed into a jail 1881. ?A punishment that is not open to hope is not Christian and not humane,? he said in response to closing comments by the prison director, a woman. ?Each punishment has to be open to the horizon of hope and so the death penalty is neither Christian nor humane,? he said. Since his election in 2013, Francis has several times called for a worldwide ban on capital punishment, prompting criticism from Church conservatives, particularly in the United States. The 1.2 billion-member Catholic Church allowed the death penalty in extreme cases for centuries, but the position began to change under the late Pope John Paul, who died in 2005. Francis has asked that the Church?s new position on the death penalty be better reflected in its universal catechism. On Good Friday, Francis is due to lead a Via Crucis (Way of the Cross) procession at Rome?s Colosseum. On Saturday night he leads an Easter vigil service and on Easter Sunday he delivers his twice-yearly ?Urbi et Orbi? (to the city and the world) message.

LAGOS: Four inmates were killed and 36 went missing on Wednesday when wardens shot at fleeing prisoners in a bid to thwart a jailbreak in southern Nigeria, police said. "There was an attack on kitchen staff that were on duty at Ikot Ekpene prison in Akwa Ibom state by some prisoners," said state police spokesman Ogbajie Ogbajie in a statement. "They seized an axe from a fellow inmate attached to the kitchen, inflicting a deep cut to the inmate´s head in the process and immediately made for the rear entrance to the prison. They broke the door with the axe and engaged the staff that chased after them," he said. "At the end of the scuffle, four of them that sustained gunshots lost their lives while seven were recaptured. Thirty-six are still at large and search parties have been activated to effect their recapture." The police did not provide the number of inmates in the Ikot Ekpene prison at the time of the incident, but Nigeria´s jails are usually overcrowded with prisoners living in poor conditions. Local and international rights bodies have called on the authorities to improve the living conditions of inmates as well as giving prompt trials for suspects.
  11. File Photo KATIOLA: Almost 100 inmates escaped from a prison in the Ivory Coast on Sunday, the latest in a string of jail breaks in the west African country, officials said. According to a local judicial source, the men who escaped in the central town of Katiola were followers of Coulibaly Yacouba ? the late leader of a prison mutiny last year. Yacouba ? otherwise known as "Yacou le Chinois" ("Yacou the Chinese") ? was killed in February 2016 during an attempted jail break at Ivory Coast's main detention centre in Abidjan. Ten people died, including a guard, and 21 others were injured. Yacouba had been locked up since 2012 on charges of "assassination and murder" and led the prison mutiny with a Kalashnikov in hand and another slung across his shoulder. A security source told AFP that the 96 inmates escaped between 0500 and 0600 GMT (10-11 AM PST). "The inmates went through the roof of their cells to get to other cells and took advantage of workers leaving to break the main gate and flee," the judicial source said. This is the latest in a string of jail breaks in Ivory Coast, which has suffered intermittent unrest since the start of the year due to tensions within the country's armed forces. Last month, five prisoners escaped from a jail in the south-central city of Gagnoa. The city said four prison guards and one civilian were arrested on suspicion of aiding the inmates. In another incident two days later, 20 people escaped from holding cells at the Abidjan courthouse after clashing with police. Seven prison officials were arrested.
