KARACHI: Muttahida Qaumi Movement-Pakistan on Saturday raised objections against the joint notification issued by the Pakistan Awami Tehreek-led All Parties Conference, saying the committee rejected its suggestions, sources informed Geo News. According to the MQM-P sources, reservations persist as the party said that no one should be held responsible without investigation. Sources further added that the party has reservations over Chief Minister Punjab Shehbaz Sharif and Law Minister Rana Sanaullah being held responsible for the Model Town tragedy. If the Supreme Court constitutes a Joint Investigation Team to determine the culprits, then the names of those responsible should be mentioned, said sources. The notifications should not have taken names, instead should have mentioned only those responsible, party sources further added. PAT-led APC gives Jan 7 deadline for resignations of Shehbaz, Sanaullah Qadri stepped up demands for resignation from Shehbaz Sharif and Rana Sanuallah after the release of the Model Town inquiry report Earlier today, Pakistan Awami Tehreek President Tahirul Qadri addressed a press conference with Pakistan Tehreek-e-Insaf (PTI) Vice Chairman Shah Mehmood Qureshi and Pakistan Peoples Party (PPP) leader Qamar Zaman Kaira reading out a 10-point statement outlining the demands. The APC led by the PAT ended with a January 7 deadline for Punjab Chief Minister Shehbaz, provincial Law Minister Sanaullah and others responsible for the Model Town incident to resign. If the January 7 deadline is not met, the steering committee will announce the future plan of action on January 8, which may include sit-ins in Lahore or across the country, said Qadri. 10-point statement by APC All Parties Conference condemns the Model Town incident and the amendment in the Finality of Prophethood declaration. Model Town incident was the worst of state terrorism, in which the leadership of Pakistan Muslim League-Nawaz, including Nawaz Sharif, Shehbaz Sharif and Rana Sanaullah were involved along with bureaucrats, police officers and Punjab government officials. They ordered firing on 100 people on the pretext of an anti-encroachment operation, martyring 14. The amendment in the Finality of the Prophethood is an attack on the faith of hundreds of thousands of Muslims and on the Constitution. Nawaz Sharif and PLM-N as a party were involved in this state terrorism. The mastermind behind amendment in the Finality of Prophethood declaration has neither been brought to the fore nor has the culprit been punished. PML-N has lost the right to hold power after attacking the faith. This conflict will continue till people involved in the crime are taken to task. APC demands the culprits be dealt with an iron fist. APC announced that people martyred and injured on June 17, 2014, in Model Town were not only workers of Pakistan Awami Tehreek but were also citizens of Pakistan. It is the joint responsibility of all the parties in the APC to fight for justice for the people who were fired at. APC owns the efforts that will be undertaken for the purpose. Justice in the Model Town incident will prove to be a milestone for the rule of law. The bereaved families of Model Town incident have got only the report of Justice Baqir Najafi after waiting for justice for three and a half years. This proves that transparent investigation, trial, and provision of justice would not be possible in the case till Nawaz Sharif and Shehbaz Sharif will remain in power. Although 125 police officials were summoned, not a single one was arrested. Not only this, bureaucrats and government officials involved in the murder have not even been summoned. This shows that the incumbent government has failed to deliver justice. Since the report of Baqir Najafi Commission has declared Punjab Chief Minister Shehbaz Sharif and Punjab Law Minister Rana Sanaullah responsible for planning the Model Town incident, the APC demands that they and others involved in the crime step down from their positions before January 7, 2018. APC has mutually extended the deadline of December 31, 2017, to January 7, 2018. If resignations are not given by January 7, the steering committee will organise a meeting on January 8 and decide the next course of action for protest. APC demands that all provincial assemblies and Senate get resolutions approved regarding the resignation demands of Punjab CM Shehbaz Sharif and Punjab Law Minister Rana Sanaullah. Two FIRs of the Model Town incident are filed and the Punjab government constituted two joint investigation teams (JIT) on the issue. These JITs could not record the statements from families of the victims, killed and injured, in the incident. This means that the martyrdom has not been recorded in any of the two JITs. The law required statements from the complainant and victims for the sake of fair trial. Therefore, the APC demands the chief justice of Pakistan to form a JIT taking suo motu notice on the incident which was against humanity, state, and the public. The APC also demands that a judge of the Supreme Court monitors the JIT. APC demands that no NRO be given ? under internal or external pressure ? to the Sharif family, which has looted the national wealth. The public will not accept it if relief of any sort is given to the Sharif family. APC has constituted a committee to decide the next course of action on the deadline, which will be called the Steering Committee of APC. The committee will have the authority to take action in case of an emergency. The Steering Committee will have the following members: Pakistan Peoples Party, Pakistan Tehreek-e-Insaf, Awami Muslim League, Majlis Wahdat-e-Muslimeen, Pak Sarzameen Party, Muslim Conference. Pakistan Awami Tehreek Secretary General Khurram Nawaz Gandapur will be the coordinator of the committee and Sardar Mohammad Lateef Khosa will be the legal adviser of the Steering Committee. Model Town report The Punjab government on Lahore High Court's orders had made the report of the Model Town incident public on December 5. The inquiry report said that police tried to cover up the facts regarding who gave orders to open fire on protesters. It added that no legal opinion was sought from the Punjab advocate general prior to the start of the operation.
  7. ISLAMABAD: The interior ministry on Thursday issued a notification removing Pakistan Peoples Party (PPP) leader Dr Asim Hussain's name from the Exit Control List (ECL). Dr Asim Hussain, however, was in London since November after the court granted him permission to travel. According to sources, Hussain is currently in Dubai and will be returning to Pakistan soon. The Supreme Court of Pakistan had in its order dated August 29, 2017 and later in November directed the interior ministry to remove the PPP leader from the ECL. In light of the apex court's August and November orders and the ministry's subsequent assurance to the Supreme Court of Pakistan, a notification regarding removal of Dr Asim's name form the ECL was issued on Thursday. Sources had claimed at the time of his departure in November that Dr Asim's name had been struck off the ECL.

According to the notification, President Mamnoon Hussain has accepted Hamid?s resignation on the advice of the prime minister under Section 3 of Article 92 of the Constitution. As per the law, a federal minister or minister of state may resign his office or be removed from office by the president on the advice of the prime minister. Therefore, the appointment of Hamid as the minister for law has been ordered to be immediately de-notified. PM Abbasi accepts Law Minister Zahid Hamid's resignation Earlier in the day, Prime Minister Shahid Khaqan Abbasi accepted the resignation from Hamid after the voluntarily stepped down from his position late on Sunday. The decision was taken in the wake of the protests that were carried out across the country after crackdown on November 25 by the policy and paramilitary personnel on the sit-in on the Faizabad interchange. The sit-in was started over the controversial amendment to the Finality of Prophethood declaration for electoral candidates. The issue erupted even though the error was rectified soon after it was made. However, according to Hamid, he was not directly responsible for the introduction of the amendment. But, he said, he stepped down to restore peace in the country.

  11. KARACHI: The provincial government on Thursday officially ended the jurisdiction of the National Accountability Bureau Ordinance (NAO) 1999 in the province. A notification issued by the law ministry directed authorities to print the NAO 1999 repeal bill 2017. With the new law in effect, the National Accountability Bureau (NAB) will now only be mandated to probe and hear cases related to the federal government's institutions as its authority in the province will be replaced with the Sindh Accountability Commission. On July 3, the Sindh Assembly passed the 'anti-NAB bill', which seeks to revoke NAB?s power in the province. The bill was vehemently opposed by opposition members of the house. CM Sindh stands by anti-NAB bill Repealing National Accountability Ordinance within the jurisdiction of the provincial government: Murad Ali Shah Speaking in the assembly on July 26, the chief minister had addressed the opposition?s reservations regarding the repeal of the law. Shah pointed out that repealing the ordinance in question fell well within the jurisdiction of the provincial government. The commission's chairman, to be nominated by the assembly, would be independent, the chief minister assured. The chairman would put together a committee which would comprise opposition members and the speaker, he added.

ISLAMABAD: Following the Inter-Services Public Relations (ISPR) statement announcing the Dawn Leaks matter standing 'settled' the Federal Interior Ministry also echoed the same in a notification issued almost simultaneously. The interior ministry notification reiterated the earlier orders of Prime Minister Nawaz Sharif regarding the Dawn Leaks Inquiry Committee recommendations, with an addition that the federal government's action against former Information Minister Pervaiz Rasheed had been endorsed by the Inquiry Committee in its recommendations. Last week, Prime Minister Nawaz Sharif had met the army chief and both discussed the Dawn Leaks issue among other things. PM Nawaz and COAS had agreed that the issues surrounding Dawn Leaks would be dealt with amicably. Sources had further said that the meeting was held upon PM Nawaz's wish. The April 29 tweet by the ISPR had come hours after the prime minister's office announced that PM Nawaz Sharif had approved the recommendations of the Dawn Leaks inquiry committee.
  13. ISLAMABAD: Minister of State for Information and Broadcasting Marriyum Aurangzeb said on Sunday that the Interior Ministry will issue a notification on Dawn Leaks on Monday or a day after that. Speaking at a press conference, the state minister said that before the issuance of the notification it would not be appropriate to say anything on the matter. “Politics is being done over Dawn Leaks – the interior ministry will issue a notification on Dawn leaks tomorrow or day after tomorrow as directed by Prime Minister Nawaz,” she added “the notification will address all apprehensions. Today, Chaudhary Nisar Ali Khan has also met the PM on this issue.” “A detailed notification will be issued which will tell us who played what role in Dawn Leaks. It is right now premature to comment on what is in it and what are the recommendations.” Interior Minister Chaudhry Nisar Ali Khan on Saturday met Prime Minister Nawaz Sharif and discussed with him the inquiry report of Dawn Leaks and government notification issued in this regard, sources told Geo News. Sources said the two figures discussed the inquiry report and the notification issued by the government on recommendations by the inquiry committee formed to probe the leaks. The meeting also discussed orders issued by PM's secretary in this regard. On April 29, the federal cabinet division issued a notification, ordering the withdrawal of the portfolio of Foreign Affairs from the Prime Minister’s Special Assistant Tariq Fatemi. “In terms of rule 4(6) of the Rules of Business, 1973, the Prime Minister has been pleased to withdraw the portfolio of Foreign Affairs, with immediate effect, from Mr Tariq Fatemi, Special Assistant to the Prime Minister with the status of Minister of State,” the notification read. The notification was issued because of Fatemi's alleged role in Dawn leaks case. According to 4(6) of Rules of Business 1973, the Prime Minister has the right to determine his special assistants. “There may be a Special Assistant or Special Assistants to the Prime Minister with such status and functions as may be determined by the Prime Minister,” it reads. However, the military rejected the government notification on Dawn Leaks saying it was "incomplete and not in line with recommendations by the Inquiry Board." How did it start? An English-language daily, Dawn, had published the story on October 6, last year, in which journalist Cyril Almeida had written about an alleged civil-military rift during a National Security Committee (NSC) meeting over the issue of tackling jihadi outfits. The story stirred a major controversy last year, resulting in resignation of Information Minister Pervaiz Rasheed and Almeida coming under fire. An inquiry committee was formed comprising one member each from the ISI, MI and IB, Secretary Establishment, Tahir Shahbaz, Ombudsman Punjab Najam Saeed, and an FIA director. The inquiry committee in its report had placed blame on Special Assistant to the Prime Minister on Foreign Affairs Tariq Fatemi and Principal Information Officer at the Press Information Department Rao Tehsin, sources had earlier told Geo News. The report stated that the publishing of the story was a failure on part of some government institutions including Information Ministry and Foreign Ministry.
  14. KARACHI: The Sindh High Court suspended on Thursday Pakistan Electronic Media Regulatory Authority’s (PEMRA) notification seeking closure of a private television channel. SHC bench, headed by Justice Aftab Ahmed Gorar, also ordered PEMRA and federal government to submit their replies by May 10. SHC was hearing a case against closure of the channel. It was also said that the channel was closed after it failed to get security clearance from Ministry of Interior. However, this was challenged in the court by the channel’s legal counsel and they pointed out that the private television channel did get the security clearance certificate but it was overlooked by PEMRA. It was also argued that PEMRA and Interior ministry’s decision was ‘illegal’.

ISLAMABAD: The federal cabinet division on Saturday issued a notification, ordering the withdrawal of the portfolio of Foreign Affairs from the Prime Minister’s Special Assistant Tariq Fatemi. “In terms of rule 4(6) of the Rules of Business, 1973, the Prime Minister has been pleased to withdraw the portfolio of Foreign Affairs, with immediate effect, from Mr Tariq Fatemi, Special Assistant to the Prime Minister with the status of Minister of State,” the notification read. Earlier today, an order released by the PM Office said that Prime Minister Nawaz Sharif had approved the recommendations of the Dawn leaks Inquiry committee. "The Prime Minister, having considered the findings of the Committee as to its terms of reference, is pleased to approve its recommendations in para 18 of the report," read an order released by the PM Office. Later in the evening, Establishment Division issued a notification, transferring Principal Information Officer Press Information Department Rao Tehseen and asking him to report to the Division immediately. It added that the role of the editor of Dawn Newspaper, Zaffar Abbas, and reporter Cyril Almeida will be referred to the All Pakistan Newspaper Association (APNS) for necessary disciplinary action to be taken against them. The executive said that Rao Tehsin Ali, the principal information officer at the Information Ministry, would also be sanctioned, adding the editor of Dawn Newspaper, Zaffar Abbas, and reporter Cyril Almeida will be referred to the All Pakistan Newspaper Association (APNS) “for necessary disciplinary action.” The order also said that the APNS will be asked to develop a code of conduct for the media, "especially when dealing with issues relating to security of Pakistan and to ensure that stories on issues of national importance and security are published by abiding to basic journalistic and editorial norms". The Army announced the rejection in a tweet sent out by DG ISPR Major-General Asif Ghafoor from his official account: “Notification on Dawn Leak is incomplete and not in line with recommendations by the Inquiry Board. Notification is rejected.” Only interior ministry can issue notification: Nisar Interior Minister Chaudhry Nisar Ali Khan said that PM Office does not have the right to issue a notification; only Interior Ministry can issue it. “A non-issue has been turned into an issue, he remarked. He said, the notification “will be according to the unanimous recommendations of the [Dawn Leaks inquiry] committee." Imran Khan tweeted that government must immediately make the complete inquiry report public. KARACHI: In what appeared to be criticism of a social media post by the Inter Services Public Relations (ISPR), Federal Interior Minister Chaudhry Nisar Ali Khan on Saturday said it was unfortunate that tweets were being used by institutions to handle key matters. "I believe that these tweets are like poison for Pakistan's democracy. It is unfortunate that we handle these matters through tweets," he told reporters at a press conference in Karachi. "A non-issue has been turned into an issue. No notification has yet been issued, and it will be according to the unanimous recommendations of the [Dawn Leaks inquiry] committee," he said, referring to an executive order issued earlier today by the Prime Minister's Office. The executive order said that PM Sharif had approved the recommendations of the Dawn Leaks inquiry committee, and that he had ordered that the Foreign Affairs portfolio of his Special Assistant Tariq Fatemi be withdrawn and that proceedings be initiated against Rao Tehsin Ali, the principal information officer at the Information Ministry, under the E&D rules 1973 on the charges based on the report findings. Shortly after the PM's order, the DG ISPR Maj-Gen Asif Ghafoor sent a tweet from his official account rejecting the government 'notification' on the Dawn Leaks case, saying it was "incomplete and not in line with recommendations by the Inquiry Board". But, addressing reporters, Nisar asked why there was speculation about the government's notification when none was yet issued. "When no notification has yet been issued, what is all the fuss about?" he remarked. "According to the Rule of Business, the PM Office cannot issue a notification. A notification [in this regard] will be issued by the Ministry of Interior and not the PM Office," he said.
