ISLAMABAD: Prime Minister Shahid Khaqan Abbasi Friday asked the Ministry of Information Technology to ensure reliable and cheap broadband connectivity across the country, particularly to remotest areas, to ensure spread of digital facilities to the common man. These areas mainly include Balochistan, Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA). In near future, projects will also be awarded for mobile broadband services in D.I. Khan, North Waziristan, South Waziristan, Kurram Agency, F R Tank, Orakzai, FR Bannu and Lakki Marwat. Speaking at a ceremony here at a local hotel for the contract signing of Broadband for Sustainable Development Projects in Khyber and Mohmand agencies in FATA, and DI Khan, the prime minister commended the initiative and said it would help bridge the gap between urban and rural areas by providing modern facilities to the people at their door steps. The project for provision of telecom services to the underserved areas was being implemented by the Universal Service Fund, working under the Ministry of Information Technology. After the launch of 3G and 4G services, it has provided internet service to 5,896 Mauzas. The new contracts would enable it to extend these services to Khyber and Mohmand agencies, and DI Khan at a cost of Rs3.5 billion and facilitate over four million people in 1,187 Mauzas. PM Abbasi tasked the Ministry of Information Technology to complete the project in next four months and provide connectivity at affordable rates. He hoped that it would open up new horizons for the people and provide them e-commerce and a host of other services, that they could not have imagined a few years ago. The prime minister said that e-services were a rapidly evolving field and could provide health, education and business opportunities to the people in remotest areas of the country. He said at a later stage it could also help in e-voting and help cut down the cost of holding elections. The prime minister also mentioned the initiative by the Universal Service Fund (USF) for provision of Information and Communication Technologies (ICTs) for girls in delivery of IT and e-services in unserved and underserved areas. Under the USF Project ?ICTs for Girls?, Microsoft has collaborated to train young girls to empower them to participate in socio-economic development of the country. So far 100 computer labs have been established in Pakistan Bait-ul-Maal?s Women Empowerment Centres and would train 35,000 students. Abbasi termed it just the tip of the ice-berg and said it would empower women and enable them earn a respectable income from their homes. Minister for Information Technology Anusha Rehman said the USF was also providing ICTs training to young girls at government schools in Islamabad through 226 computer labs. Microsoft would train 202 teachers, who would impart training to over 70,000 girls. She also pointed to the project for empowerment and creation of economic opportunities for small and medium enterprises and artisans though e-commerce. The minister said technology would help build social and economic growth and make it easier to provide e-health, e-education and several other facilities. The project has focused on Balochistan due to its emerging strategic significance with the China Pakistan Economic Corridor (CPEC). She said since 2013 contracts had been awarded for providing mobile broadband services in Kalat, Sibi, Zhob, Kohistan, Dera Bugti and Kharan-Washuk and said it was part of the programme towards a digital Pakistan. According to an estimate, out of more than 12.3 million population, 46 per cent of Balochistan population has no access to either mobile, wireless or a fixed line network. The prime minister earlier witnessed inking of the contracts between the USF and the service providers of Ufone and Telenor. Later while speaking to APP, CEO Telenor Pakistan Irfan Wahab Khan said empowering societies was at the core of values at Telenor Pakistan. He said while putting up 120 new sites across five districts was a big task, its teams were energised by the challenge of bringing connectivity to 1.7 million inhabitants of Mohmand Agency and Dera Ismail (DI) Khan.

KARACHI: Chief Justice of Pakistan, Justice Saqib Nisar remarked on Saturday that the provision of clean drinking water is the responsibility of Sindh government, while hearing the water pollution case at the Karachi registry today. A four-member Supreme Court bench under Chief Justice Saqib Nisar is hearing the case. The chief justice observed that Sindh Chief Minister Murad Ali Shah was summoned to the court to give a timeframe for resolving the water pollution crisis in the province. "Contaminated water is being put in the rivers and lake, which is later provided to the people for consumption," the chief justice remarked. "We have raised the water pollution issue in Punjab as well, we will get it resolved." The chief justice added that due to the consumption of contaminated water citizens are facing acute diseases, including hepatitis. He questioned the Sindh Advocate General that what action had the provincial government taken against the water tanker mafia, adding that the court reserves the option to issue 'contempt of the court' notice. "Court wants a time frame on oath. We should be told what actions the Sindh government has taken from December 5," he said. The chief justice told Sindh Chief Secretary that the water pollution issue must be resolved before next general elections. He observed that as much as 45 mgd contaminated water is being put in the sea on daily basis. The court for Saturday's hearing has summoned details of the PC-1 of the industrial treatment plan from the Sindh government. In the case's earlier hearing, Chief Justice Saqib Nisar observed that human waste is being deliberately released in water being used by the residents of Sindh. The remarks of the chief justice came after a short-film about contaminated water was shown in the courtroom. Sindh?s water being deliberately contaminated with human waste: CJP Chief Justice of Pakistan Justice Mian Saqib Nisar is conducting the proceedings Sindh Chief Minister Murad Ali Shah and former Karachi mayor Mustafa Kamal were also present at the Karachi registry to appear before the bench hearing the case. During the hearing, Chief Justice Nisar remarked that the water situation in Sindh is troublesome, adding that the chief minister has been summoned so they can resolve the situation together. The chief justice stressed it was the responsibility of the government to provide clean water to residents. "If you say, we both can go drink and check the quality of water from any stream in Mithi," Chief Justice Nisar remarked. Justice Nisar added: "I wish [PPP leader] Bilawal Bhutto Zardari knew of the [water] situation in Larkana". He further asked the chief minister to rid Karachi populace of water tankers, adding that it was his (CM Shah's) responsibility to provide the citizens with clean water. The chief justice further said they would not interfere in the administrative affairs, however, they would also not allow anyone, be it the chief minister or the prime minister, to act against the constitution. "Even if we have to come to Karachi every week and summon you, we would do that," he told CM Shah. 'Situation not as dire' Sindh Cheif Minister Murad Ali Shah informed the bench hearing the case that the water crisis is not as extreme as shown by the petitioner, adding that "if I get an opportunity I will show my video to the court". He was referring to a short video by petitioner Shahab Usto which was shown earlier in court through a projector. The chief minister said that the provincial government is working to resolve the issue, however, it is facing a shortage of funds. Shah claimed that 100 per cent water supplied to Lahore, 73 per cent in Sheikhupura and 88 per cent in Sargodha is arsenic, adding that the court proceedings appear to only single-out Sindh.

REUTERS/Joshua Roberts/Files WASHINGTON: US President Donald Trump would not insist on including repeal of an Obama-era health insurance mandate in a bill intended to enact the biggest overhaul of the tax code since the 1980s, a senior White House aide said on Sunday. The version of tax legislation put forward by Senate Republican leaders would remove a requirement in former President Barack Obama?s signature healthcare law that taxes Americans who decline to buy health insurance. ?If we can repeal part of Obamacare as part of a tax bill ... that can pass, that?s great,? White House budget director Mick Mulvaney said on CNN?s State of the Union on Sunday. ?If it becomes an impediment to getting the best tax bill we can, then we are OK with taking it out.? It was too soon to say whether eliminating the repeal of the so-called individual mandate would increase the bill?s chances of passing. The provision was not an impediment now, Mulvaney said. Republican senators who have been critical of the plan said that some middle-income taxpayers could see any benefits of the tax cuts wiped out by higher health insurance premiums if the repeal of the Obamacare mandate goes through. Among them was Senator Susan Collins, one of a handful of Republicans who voted in July to block a broader Republican attempt to dismantle the Affordable Care Act, commonly known as Obamacare. ?I don?t think that provision should be in the bill. I hope the Senate will follow the lead of the House and strike it,? Collins said on CNN?s State of the Union. Republicans can only afford to lose two votes on the tax bill because of their slim 52-48 majority in the Senate. Getting rid of the mandate is one of Republican Trump?s main goals. He campaigned for president last year on a promise to repeal and replace Obamacare, but Congress has not agreed so far on how to do that. Another top Trump administration official, Treasury Secretary Steve Mnuchin, said the individual mandate ?isn?t a bargaining chip.? ?The president thinks we should get rid of it and I think we should get rid of it,? he told Fox News Sunday. Mnuchin said the objective ?right now? was to keep repeal of the mandate in the bill. ?We are going to work with the Senate as we go through this. We are going to get something to the president to sign this year,? he said. The House of Representatives last week passed its tax bill. Republicans, who control both chambers of Congress, consider a tax bill critical to their party?s prospects in the 2018 US congressional elections. Democrats call the Republican plan a giveaway to corporations and the rich. ?Needs work? Trump had urged lawmakers to add repeal of the mandate to the tax bill, writing on Twitter last week that the provision was ?unfair? and ?highly unpopular.? The next day, Senate Majority Leader Mitch McConnell did just that. The mandate plays a critical role in Obamacare by requiring young, healthy people, who might otherwise go without coverage, to purchase insurance and help offset the costs of covering sicker and older Americans. The nonpartisan Congressional Budget Office has said that repealing the mandate would increase the number of Americans without health insurance by 13 million by 2027. Republican Senator Roy Blunt said he thought the Senate bill would pass with or without the individual mandate repeal. ?It depends on where the votes are,? he told NBC?s Meet the Press. Appearing on several television shows, Collins said she also wanted the Senate to ?skew more of the relief to middle-income taxpayers.? She advocated keeping the top tax rate of 39.6 percent for people who make $1 million or more a year, as the House does, as well as the deduction for state and local taxes. The corporate tax does not need to be cut so steeply to 20 percent, Collins said. A 22 percent rate would garner an additional $200 billion and allow the Senate to restore the deduction for state and local property taxes, she told ABC. Collins has emerged as a pivotal lawmaker in the tax debate, along with Republican Senators John McCain, Lisa Murkowski and Ron Johnson, all of whom are also on the fence or oppose the bill. The Senate bill needs work, Collins told ABC?s This Week. ?I want to see changes in that bill,? she said. ?And I think there will be changes.?
