  11. Rawal Lake. Photo: Property and real estate Pakistan ISLAMABAD: Chief Justice of Pakistan Justice Saqib Nisar ordered the relevant authorities to submit by next Tuesday recommendations on resolving the issues of Rawal Lake. Hearing the suo motu case related to illegal structures and environmental degradation in Bani Gala today, the Supreme Court also issued notices to owners of 11 properties bought on lease and remarked that they will not let public interest cases be delayed. As the hearing went under way, the additional attorney general informed the three-member bench that he could not get in touch with Tariq Fazal Chaudhry, the state minister for Capital Administration and Development Division. At this, the chief justice remarked that they want the case to be resolved today. Detailing the highlights of the case, Chief Justice Nisar said one issue pertains to the encroachments in the botanical garden, the other on whether illegal structures should be penalised or regularised and the last and most important pertains to ensuring cleanliness of Rawal Lake. When the Capital Development Authority (CDA) chairman informed the court that it will take time to conduct a survey of the illegal structures, the chief justice observed that they do not have time and directed him to speed up the process. ?The solution for everything is present, one must have the commitment to get it done,? he remarked. The hearing was then adjourned until next Tuesday, April 3. Last year, the CDA had informed the apex court that more than 100 structures in Bani Gala, including Imran's residence, are illegal. The case is based on a suo motu notice which originated from Imran's petition seeking the court's intervention to stem illegal construction and environmental degradation in Bani Gala.
  12. US Army soldiers march in the St. Patrick's Day Parade in New York, US, March 16, 2013. REUTERS/Carlo Allegri/Files WASHINGTON: US Defense Secretary Jim Mattis has made his recommendations to the White House on transgender individuals serving in the military, the Pentagon said on Friday, after President Donald Trump?s call last year for a ban on such service. Major David Eastburn, a Pentagon spokesman, said the recommendations had been made earlier on Friday and the White House would make any policy decisions. The Pentagon did not give details on the recommendations, but the top US general has said transgender troops should not be removed from the military. Marine Corps General Joseph Dunford, chairman of the US military?s Joint Chiefs of Staff, last year said that he has urged the Trump administration not to kick transgender service members out of the military. In September, the Pentagon said it had created a panel of senior officials to study how to implement a directive by Trump to prohibit transgender individuals from serving. In a move that appealed to his hard-line conservative supporters, Trump announced in July that he would prohibit transgender people from serving in the military, reversing former President Barack Obama?s policy of accepting them. Trump said on Twitter at the time that the military ?cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail.? As a presidential candidate, Trump vowed to fight for lesbians, gays, bisexuals and transgender people. His tweet drew condemnation from rights groups and some lawmakers in both parties as politically motivated discrimination. Critics of Trump?s ban pointed to a Rand Corporation study that estimated annual transgender healthcare accounted for only $2.4 million to $8.4 million of the more than $50 billion in Defense Department health care spending. But it was also praised by conservative activists and some of his fellow Republicans. A number of federal judges ? in Baltimore, Washington, Seattle, and Riverside, California ? issued rulings blocking Trump?s ban. The judges said the ban would likely violate the right under the US Constitution to equal protection under the law. Late last year transgender people were allowed for the first time to enlist in the US military after the Trump administration decided not to appeal rulings that blocked his transgender ban. Military officials do not know how many transgender people have begun to enlist since January 1, when the Defense Department began accepting openly transgender recruits. But advocates said they believe dozens, if not hundreds, of transgender people will seek to join an estimated 4,000 already serving.
  13. ISLAMABAD: State Minister for Information Marriyum Aurangzeb said on Wednesday that the government did not turn down Pakistan People?s Party?s recommendation on the ongoing issue of delimitation of constituencies. The state minister's statement comes in backdrop of the standstill between the Pakistan Muslim League-Nawaz and the PPP regarding the passing of the delimitation bill from the lower house of the parliament. ?Legislation on the delimitation issue is an important constitutional and democratic requisite,? said the state minister. Aurangzeb said that the government is constitutionally bound to make strides in the passing of the bill. All the decisions should be viewed under the light of the Council of Common Interest, said Marriyum, adding that the government believes in consultation. Earlier, the PPP and ruling PML-N failed to agree on introducing the delimitation bill for voting as the PPP insists that the recently conducted census be audited by foreign experts so its reservations are removed. According to the new delimitation of constituencies, Punjab's seat share in the National Assembly will decrease by nine seats, while Islamabad will get one more seat, Khyber Pakhtunkhwa five and Balochistan three more. NA seats for FATA and Sindh will remain unchanged. Senate unlikely to pass delimitation bill today The bill was earlier expected to sail through the Senate after ?backdoor contacts? between PPP and the ruling PML-N The Constitutional Amendment Bill, 2017, pertains to the fresh delimitation of constituencies in line with the provisional results of the latest census in light of the general elections next year. The bill has already been adopted by the National Assembly, but the government has so far failed to get it approved by the Senate despite repeated attempts. On November 27, voting on the bill was postponed for the fourth time as the required number of lawmakers were not present in the house. The house of 104 needed a two-thirds majority to pass the bill whereas less than 50 lawmakers were present.
  14. KARACHI: The committee, formed by the prime minister pertaining to probe addition of manganese to gasoline by fuel suppliers, will furnish recommendations for approval of quantity of manganese in petrol specifications, sources told Geo News Thursday. Earlier this months, Pakistan?s state oil and gas regulator said it will investigate a complaint filed by Honda Motor Co?s Pakistan subsidiary, Honda Atlas Cars (Pakistan) Limited, which said the harmful additive appeared to be damaging the engines in its vehicles. Manganese can be added to fuel to make it appear to be of a higher quality, but it can reduce fuel economy as well as potentially harm public health due to emissions. In August 2016, the Economic Coordination Committee (ECC) of the federal cabinet had approved the use of 92 RON petrol in the country, after which its import began in Nov 2016 while local refineries also started refining same grade gasoline. Sources informed Thursday that the government has not approved quantity of manganese in the specifications of RON 92 petrol. The Oil and Gas Regulatory Authority (OGRA) and Hydrocarbon Development Institute of Pakistan (HDIP) also turned a blind eye to the issue. However, the committee, formed by the premier to probe the matter, will not present recommendations for approval of a specified quantity of manganese in petrol. The Honda complaint had said tests had found dangerous levels of manganese in fuel samples from Shell Pakistan Limited, Total Parco Pakistan Limited, and Pakistan State Oil Company Limited. The tests had shown levels of manganese of up to 53 milligrams per kilogramme (mg/kg), while the additive is deemed at a ?danger level? at 24 mg/kg, the Honda complaint said.
  15. ISLAMABAD: Prime Minister Nawaz Sharif on Wednesday approved budget recommendations for the year 2017-18. The prime minister chaired a high-level meeting here, at which Finance Minister Ishaq Dar briefed the participants on Budget Strategy for Financial Year 2017-18, read a PM Office statement. On the occasion, PM Sharif said, "Our government has focused on infrastructure development but at the same time, accorded top priority to the social sector also." He said the unprecedented growth in the development allocation for FY 2017-18 had increased threefold as compared to budget allocation in FY 2012-13. "Our government had also accorded due priority to Azad Jammu & Kashmir, Gilgit Baltistan and FATA," he added. Special Assistant to PM Haroon Akhtar and senior officials were also present at the meeting.
  16. ISLAMABAD: Prime Minister Nawaz Sharif on Saturday approved the recommendations of the Dawn leaks Inquiry committee, withdrawing the portfolio of Advisor on Foreign Affairs from Tariq Fatemi. A notification from the PM Office said that Rao Tehseen Ali, the principal information officer at the Foreign Ministry, will be proceeded against on the charges based on the report findings. It added that the role of the editor of Dawn Newspaper, Zaffar Abbas, and reporter Cyril Almeida will be referred to the All Pakistan News paper Association (APNS). The notification also said that the APNS will be asked to develop a code of conduct for the media, especially the print media.
