Photo: FileISLAMABAD: The Economic Coordination Committee of the federal cabinet on Monday decided to withdraw the three percent regulatory duty, two percent additional customs duty and five percent sales tax on the imported cotton from January 15, 2020. The decision was made by the ECC in light of the poor cotton crop output this year because of erratic rainfall and harsh temperatures, reported The News. The ECC had met on Monday under the chair of Adviser to the Prime Minister on Finance Hafeez Sheikh. In the meeting, the ECC was informed that cotton production was expected to be 10.2 million bales this fiscal year. The original estimate for production had been 15 million bales, but rainfall and heat have slashed output by a quarter billion bales, according to the report published by The News. The meeting was informed that most of the cotton produced would be lifted from farmers before the year ends, and the new policy will not adversely affect the local farmers. The import would also facilitate the the exports of the textile sector. "Availability of cotton, especially long staples, will facilitate textile value chain to maintain positive growth in exports especially of value-added products," Sheikh said at the meeting. ECC also allowed the import of cotton from Torkham border through land routes from Afghanistan and central Asian states. Fumigation arrangements were allowed to be made at designated areas too. Cotton import had remained duty-free till 2014/15, when customs duty of 1 percent and five percent sales tax were imposed on the industry. Later, the duty was raised to five percent.

  12. US President Donald Trump late Friday rolled back his blanket ban on transgender people serving in the military -- but they will still face major restrictions in the American armed forces. Trump signed a memorandum in August that effectively barred transgender people from the military but the ban faced multiple legal challenges. The White House has now come back with a modified version of the original plan -- as with Trump´s efforts to ban travelers from several Muslim-majority countries, which was repeatedly challenged in court. "I hereby revoke my memorandum of August 25, 2017, ´Military Service by Transgender Individuals?, and any other directive I may have made with respect to military service by transgender individuals," Trump´s new memorandum said. Trump instead sought to shift responsibility to two of his cabinet secretaries. "The Secretary of Defense, and the Secretary of Homeland Security, with respect to the US Coast Guard, may exercise their authority to implement any appropriate policies concerning military service by transgender individuals," the memorandum said. Trump´s memorandum said the two cabinet secretaries recommended people diagnosed with gender dysphoria be barred from military service. The Defense Department released a copy of a report with further details on the restrictions outlined in the memorandum. "Transgender persons who have not transitioned to another gender and do not have a history or current diagnosis of gender dysphoria... are eligible for service" if they meet mental and physical health standards and "are capable of adhering to the standards associated with their biological ***," the report said. People who have undergone gender transition treatment are barred because it may not "fully remedy... the mental health problems associated with gender dysphoria," the report said, also noting the time required for treatment. ´Many´ could be disqualified "Although the precise number is unknown, the department recognizes that many transgender persons could be disqualified under this policy," it said. The number of transgender troops among America´s approximately 1.3 million active duty service members is fairly small, with estimates topping out at 15,000. There are some exceptions to the restrictions: people who have a history of gender dysphoria may join the military if they "can demonstrate 36 consecutive months of stability -- i.e. absence of gender dysphoria -- immediately preceding their application," the report said. And those diagnosed with gender dysphoria after joining the military who do "not require gender transition" may remain. There is also an exception for people currently in the military who were diagnosed with gender dysphoria between the implementation of an Obama-era policy allowing transgender people to serve and the start of the new Trump administration policy. The American Civil Liberties Union rights group condemned the new policy, calling it "transphobia masquerading as policy." "This policy is not based on an evaluation of new evidence," the ACLU´s Joshua Block said in a statement. "It is reverse-engineered for the sole purpose of carrying out President Trump´s reckless and unconstitutional ban, undermining the ability of transgender service members to serve openly and military readiness as a whole." "The policy effectively coerces transgender people who wish to serve into choosing between their humanity and their country." The Human Rights Campaign, a major LGBTQ rights group, also took aim at the restrictions. "There is simply no way to spin it, the Trump-Pence Administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops," the organization´s president Chad Griffin said.

While talking about the shocking accusation, he said that he does not remember the encounter and that he is apologetic for his “deeply inappropriate drunken behaviour.” The 'Rent' actor broke his silence in an interview with BuzzFeed and alleged that Spacey tried to get with him sexually at a party in Spacey's apartment in 1986. He further mentioned that after everyone left, Spacey picked him up and put him on the bed, climbing on top of him. Post the accusation, Kevin has been facing a lot of backlash and Netflix hit the last nail on the coffin by scraping the award-winning show altogether. In fact, if reports are to believe then Kevin's upcoming Netflix film 'Gore' might face similar fate and get scrapped as well. The International Television Academy has already decided to revoke the Emmy Award that he was supposed to be honoured with on November 20. Having said that, in a different turn of events Netflix is planning for a 'House of Cards' spinoff. According to Variety, both Netflix and Media Rights Capital are in the early stages of development on ideas for a “potential spinoff”. In fact, all the spinoffs will take place in the same universe as 'House of Cards' and for those who haven't started following the series, the show revolves around Frank Underwood who climbs up the ladder of supremacy while seeking revenge on the people who betrayed him.

Photo: Reuters HONG KONG: Hong Kong?s public broadcaster RTHK dropped a 24-hour BBC World Service channel from its airwaves on Monday, replacing it with state radio from China in what critics say is a sign of encroaching Chinese control in the former British colony. Tensions between Hong Kong and Beijing?s ruling Communist Party leaders have grown in recent years, particularly over the ?Occupy? civil disobedience movement in 2014 when tens of thousands of protesters blocked roads for 79 days demanding full democracy. Hong Kong returned from British to Chinese rule in 1997 with the promise of wide-ranging autonomy under a ?one country, two systems? formula. An online petition, titled ?RTHK: Give us back our BBC World Service?, had been signed by nearly 1,000 people in a bid to keep the British broadcaster?s round-the-clock programming, saying the switch would make Hong Kong ?feel more parochial and inward-looking?. However, Radio Television Hong Kong (RTHK), the city?s main public broadcaster, went ahead with scrapping the exclusive BBC channel at midnight on Sunday. Instead, China National Radio ? a state-run outlet carrying no sensitive or critical reporting on China ? would be broadcast on its own RTHK channel. The broadcasts are mostly in Mandarin, rather than the city?s main Cantonese dialect. Amen Ng, a spokeswoman for RTHK, told Reuters earlier there were no political considerations in the decision and said the Chinese broadcaster would enhance cultural exchanges. She said there would still be BBC World Service broadcasts, although only overnight from 11pm to 7am and occasionally on weekends. Other RTHK staff said the move had been forced through without broader consultation. ?Nobody knew anything about it. We were told in a meeting just before it was announced,? said a senior RTHK editorial employee who declined to be identified because he wasn?t authorised to speak to the media. ?People see it as a negative thing. The BBC is generally regarded as independent, and (Chinese) state media is not,? he said. Some listeners said the move could hurt RTHK?s trusted place in the public eye with its self-professed mission for editorial independence, not unlike the BBC after which it was modeled. ?I?m quite disappointed. It?s a shame but I don?t know what we can do, seriously,? said Dorothy Tang, an IT consultant. Others said the move was in line with a gradual ?mainlandisation? of Hong Kong that has seen Beijing?s creeping influence in many sectors, including local government, law enforcement, politics, education, the judiciary, and the media. Gladys Chiu, the head of RTHK?s program staff union, said there had been several recent incidents that had challenged RTHK?s editorial independence, including staff being heckled by pro-Beijing voices on radio talk-shows and at public forums. ?Sometimes the pressure is very direct,? BEIRUT: Lebanon's parliament on Wednesday scrapped a controversial law allowing rapists who marry their victims to go free, official media and activists said, after a high-profile campaign for its repeal. A proposal to repeal Article 522 of the penal code ? which deals with rape, assault, kidnapping and forced marriage ? was introduced last year and approved by a parliamentary committee in February. On Wednesday, it was ratified by the full parliament, the official National News Agency and activist group ABAAD said. "Congratulations to women in Lebanon," the NGO wrote in a statement on its Facebook page. "Today's win is a victory for the dignity of women," it added. "It is no longer possible to escape punishment for rape and sexual acts carried out by force and coercion," said the group, which has spearheaded the campaign to repeal the much-reviled article. The article, which also dealt with the rape of minors, allowed for the perpetrator of sexual assault to avoid prosecution by marrying their victim. There are no precise figures on how many rapists marry their victims to avoid punishment, but activists say the practice mainly took place in rural areas. Danielle al-Hweik, a lawyer with ABAAD, hailed the ruling as the result of pressure from activists but said there would be new battles ahead. "There are many other issues that we're working on," she told AFP. "We remain concerned by other articles." Among the legal provisions the rights groups want to have repealed are articles that allow a person accused of "consensual" sexual relations with a minor under 15 to avoid sanction by marrying the minor. Lebanon's decision comes just over two weeks after Jordan's parliament binned a similar article in its penal code. And in July, Tunisia passed legislation doing the same as part of a bill designed to "end all violence against women".   16. Finland has done the unthinkable. The country that was already acclaimed for having one of the finest education systems in t the world has decided to scrap all academic subjects altogether. That means no more maths, physics, chemistry, social studies, so to say. “There are schools that are teaching in the old-fashioned way which was of benefit in the beginning of the 1900s — but the needs are not the same, and we need something fit for the 21st century." Head of Department of Education in Helsinki, Marjo Kyllonen, said. © BCCL Instead of the pure academics subjects, students will be taught about world events and scientific phenomenon, not divided on the basis of their scientific or historical relevance but as a whole. The new curriculum will be interdisciplinary and will cover all aspects of a particular event/phenomenon. So, if students are being taught about the world war, they’ll be taught about it from a historical, geographical, political level. The revamped curriculum will be introduced at the senior level, to students 16 years and above. What's great is that students will be able to choose what event they want to study based on their interest. So, if you hate Maths but love science, you won't have to suffer through it at the higher secondary level. The traditional education system we have today is redundant. We are carrying on with an arrangement that hasn’t changed much in the last 100 years! If we had it in India, no student would ever flunk in exams! H/t – The Week Side
