Geo News screengrab LAHORE: Pakistan Tehreek-e-Insaf (PTI) member Jahangir Tareen Thursday said that Nawaz-league's corruption in Multan Metro Bus project was exposed after a letter sent to Pakistan by the China Securities Regulatory Commission (CSRC). Holding a press conference here, Tareen said the CSRC wrote a letter to Securities and Exchange Commission of Pakistan (SECP), stating that 16 companies were paid over Rs2 billion. He said the CSRC interviewed Faisal Subhan ? CEO of Capital Engineering which was probed for corruption allegations in the Multan Metro Bus project ? and sent a complete copy of it. The PTI leader claimed that Subhan, in his interview, stated that his company has four share-holders and the actual owner is Shehbaz Sharif. Tareen once again alleged that Subhan is a "frontman" of Sharif brothers and they have a role in Subhan going off the radar. He further said the National Accountability Bureau (NAB) was conducting raids for the arrest of Nadeem Zia, CEO of housing society in Lahore. Tareen alleged that now Zia has also been sent into hiding, or abroad.

Qureshi managed to attain 113,542 votes, while his competitor, PTI's Ali Tareen, contesting his first election on his father Jahangir Tareen?s seat, attained 85,933 votes. Qureshi, also known as Pir Iqbal, has two sons, one of whom is a member of the provincial assembly. Residents of the area know the newly elected MNA as a social worker and a faith healer. He owns one car and is well respected in the area of his residence. A hospital, school, and a state-run degree college are operating on land donated by his father, Pir Karam Baksh Qureshi, for the welfare of residents of Lodhran. A state-of-the-art trauma centre in Makhdoom Ali is also operating on land donated by Qureshi?s father. Pir Iqbal graduated from Lahore and is an agriculturist by profession. He has declared assets worth Rs90.48 million. He was elected as a tehsil nazim in 2005. In the recent municipal elections, Shah was elected as the Chairman Union Council but he later resigned from the position to contest the by-poll for the National Assembly seat 154 from Lodhran to Tareen. Tareen has been instructed to appear before the district election commissioner, either in person or through a counsel, on February 11 as the party's rally was within the limits of the constituency. Imran Khan, Shah Mehmood Qureshi, Sheikh Rasheed and Murad Saaed addressed the rally on Friday in violation of rules, said the ECP notice and added that the address by the members of the national assembly was a "blatant violation of the code of conduct". According to the rules, MNAs, MPAs, and other elected officials are barred from visiting the constituency after the issuance of the election schedule. ECP warning District Returning Officer Hammad Ijaz wrote to the PTI chief directing him not to take part in today?s rally citing a Dec 20, 2017, order and its own code of conduct which bars lawmakers and ministers from visiting a constituency after issuance of the by-election schedule. "ECP expects political parties, their leadership and candidates to comply with the code of conduct to increase public support for fair and transparent elections," the notice reads. Moreover, it advised Imran to abide by the code of conduct in letter and spirit. 10 candidates in the run The by-poll will take place on February 12, for which ECP issued a polling scheme on Friday. According to the ECP, the constituency has a total of 431,002 registered voters, who will cast the ballot at 328 polling stations. A total of 1,043 polling booths have been set up at the stations, where 338 presiding officers and 1,043 assistant presiding officers will be on duty on voting day. The seat was vacated after PTI Secretary General Jahangir Tareen was disqualified by the Supreme Court in December 2017 for not being ?honest? and ?truthful? as per Article 62(1)(f) of the Constitution. Ten candidates will contest the NA-154 by-poll, out of the which seven are independent. From PTI, Jahangir's son Ali will be contesting the by-poll while Iqbal Shah from Pakistan Muslim League-Nawaz and Ali Beg from Pakistan Peoples Party will be the other main contenders.

Clearing Imran, the court had declared Tareen dishonest under Article 62(1)(f) of the Constitution, stating that the PTI leader used suspicious terms in his statements to the court, besides not declaring his offshore company. Tareen's disqualification The apex court, in its Dec judgment, declared that Tareen had failed to declare in his nomination papers the Hyde House property or SVL, the off-shore company established for the property. The apex court verdict said that Tareen was infact "the actual, true, real and beneficial owner of the said property". "SVL or Hyde House was never transferred to any trust by the respondent, thus, it is his asset which he has failed to declare in his nomination papers filed on 9.9.2015 according to the mandate of the law to contest the by-elections from NA-154 Lodhran and, therefore, he is not honest in terms of Article 62(1)(f) of the Constitution read with Section 99(1)(f) of ROPA," read the Supreme Court's order. Article 62(1)(f) reads: "A person shall not be qualified to be elected or chosen as a member of Majlis-e-Shoora (Parliament) unless-...he is sagacious, righteous and non-profligate, honest and ameen, there being no declaration to the contrary by a court of law." Therefore, he is declared "not to be an honest person in terms of the constitutional provisions and the provisions of ROPA". "In his concise statement the respondent [Tareen] in unequivocal, clear and unambiguous terms stated that he has no beneficial interest in the trust arrangement which holds the SVL and the Hyde House, however from the trust deed dated 5.5.2011, on which reliance has been placed by the respondent himself, he is the ?discretionary lifetime beneficiary? along with his spouse and, therefore, this is a blatant misstatement on the part of the respondent made before the highest judicial forum of the country which is not a trait of an honest person. Consequently, on both the counts mentioned above, the respondent is declared not to be an honest person in terms of the constitutional provisions and the provisions of ROPA, therefore, he ceases to be the member of the Parliament having incurred the disqualification," the apex court bench wrote in its judgment. The judgment further stated that the PTI secretary general had pleaded guilty to insider trading. Moreover, the court ruled that Tareen used suspicious terms in his statements to the court. It was also stated in the judgment that the court is not announcing its decision on Tareen's agriculture land matter.

Photo: Geo News LODHRAN: The returning officer (RO) for NA-154 has issued summons to candidates of the Feb 12 by-election for scrutiny of their nomination papers. According to details, a total of 14 candidates are contesting the by-poll, being held after the Supreme Court-ordered disqualification of Pakistan Tehreek-e-Insaf's (PTI) Jahangir Tareen. Officials of the Election Commission of Pakistan said that Shafique Arain, Sajid Inam, Nafeez Ahmed and Mirza Ali Beg?s nomination papers have already been approved. The RO said that Pakistan Muslim League-Nawaz's candidate Ameer Baloch has been summoned on January 3 and Ali on Jan 4. The RO added that the scrutiny will conclude on Jan 5 after which objections against nomination papers can be filed until Jan 9. Ali, the son of Jahangir Tareen, submitted his nomination papers on Thursday. Jahangir Tareen's son submits nomination papers for NA-154 Ali Tareen will be contesting on Feb 12 against the son of his father's electoral rival, Siddique Baloch, in the Lodhran by-poll Jahangir, formerly the PTI's general secretary, lost his seat earlier this month when he was disqualified by the Supreme Court for not being 'honest' and 'truthful' as per Article 62 (1) (f) of the Constitution. Ali, a foreign-educated businessman, entrepreneur and social worker based in Lahore and Lodhran, posted on Twitter on Thursday that becoming an MNA was never part of his plan but he made the decision following the "request" of the people of Lodhran. Interestingly, Ali's main contender will be Ameer, whose father, Siddique Baloch, is Jahangir Tareen's main rival in the constituency. In the May 2013 general elections, Siddique defeated Jahangir in NA-154 by a margin of 10,000 votes. However, Siddique was disqualified in August 2015 for possessing a fake degree and Jahangir then bagged the seat after defeating Siddique, who was later allowed to contest the by-poll, with a margin of around 35,000 votes.

A day after his disqualification, Tareen had also stepped down as the party's secretary general. In a statement on Twitter, he had said he will remain part of the "struggle", adding that he hopes to see Imran as "Pakistan's next PM." Aziz alleged that political engineering is in play as the apex court has said it, Khursheed Shah and Farooq Sattar have said it too. "If the decision was fair, then Imran Khan and PTI would not be around anymore," said Aziz. The PML-N leader, further criticising the opposition party, stated that the Election Commission of Pakistan (ECP) has been ordered to probe PTI's foreign funding for the last five years, while in Nawaz's case, the probe went back decades. He further asked why millions of dollars received by Imran Khan earlier were hidden. The judgment states that Imran wasn't bound to declare his offshore company, declared his London flat in an amnesty scheme and that his former wife Jemima gave Imran the funds for buying the Bani Gala estate. Jahangir Tareen disqualified from Parliament The judgment stated that the PTI secretary general had pleaded guilty to insider trading. Tareen cannot be termed honest and stands disqualified for life as per Article 62(1)(f) of the Constitution, according to the Supreme Court judgment. Article 62(1)(f) reads: "A person shall not be qualified to be elected or chosen as a member of Majlis-e-Shoora (Parliament) unless-...he is sagacious, righteous and non-profligate, honest and ameen, there being no declaration to the contrary by a court of law." Moreover, the court ruled that Tareen used suspicious terms in his statements to the court. It was also stated in the judgment that the court is not announcing its decision on Tareen's agriculture land matter. Tareen did not declare his offshore company, the court stated. The case The case was heard by Chief Justice of Pakistan Justice Saqib Nisar, who headed the three-member bench, which included Justices Umar Ata Bandial and Faisal Arab. On Oct 18, the chief justice had remarked that the verdict of both the cases will be given together. The petition, filed by PML-N's Abbasi, sought Tareen and Imran's disqualification over non-disclosure of their assets and ownership of offshore companies. Abbasi had filed the petition in November last year. It accused the PTI leaders of not declaring their assets to the Election Commission of Pakistan and violations of the lncome Tax Ordinance, 1979, and Peoples Act, 1974. It also claimed that the PTI is a 'foreign-funded' party.

Addressing reporters outside the Supreme Court after the disqualification of the party?s secretary general, Chaudhry said the PTI will file a review petition against the disqualification. "The point under which Tareen has been disqualified is a technical one. We will go for a review petition. The [Supreme Court] decision is 99% in favour of PTI and 1% against it. Overall the judgment has vindicated our stance," the PTI spokesman said. He went on to say that Tareen had declared his property details in his sons? accounts but had not declared them in the election papers. ?There is no competition between Imran Khan and the Panama mafia,? he remarked. Speaking to the media in Lahore, PTI leader Shafqat Mahmood said it was a historic day in the Supreme Court today. In a message, PTI ally Sheikh Rasheed said Imran owes his victory in the apex court to former wife Jemima. He suggested that the PTI chief should marry Jemima [once more]. "No one can stop Imran from becoming the prime minister now," he claimed further.
