    A bear bit off the forearm of a nine-year old Palestinian boy who tried to feed it during a school visit to a zoo in the occupied West Bank town of Qalqilya on Tuesday, Palestinian police said.
    A police spokesman said the boy approached the caged bear with food when the animal pounced, severing the limb at the elbow. The bear then ate the arm.
    The boy was being treated at a local hospital.

    ISLAMABAD: Farzana Naz, a poetess, passed away in a private hospital in Islamabad after succumbing to her wounds on Tuesday.
    The young poetess had been critically injured after she fell from the stage during the closing ceremony of the National Book Festival, a three-day festival which kicked off on April 22, at the Pakistan-China Centre on Monday.
    According to the doctors, she got a head injury after falling from some height. She was shifted to the intensive care unit of a private hospital in the federal capital, where she passed away.
    The poetess, who hailed from Rawalpindi, is survived by a six-year-old daughter and four-year-old son.
    Adviser to the Prime Minister for National History and Literary Heritage, Irfan Siddiqui, expressed his condolence over the untimely demise of the young poetess. He also expressed that all arrangements will be made to sponsor the children of the deceased.

    ISLAMABAD: Minister for Interior and Narcotics Control, Chaudhry Nisar Ali Khan Tuesday approved new Standard Operating Procedures (SOPs) relating to transportation of delegates and their staff, who visit Pakistan for hunting purpose.
    The SOPs, prepared by the Ministry of Interior, have been dispatched to the relevant ministries, foreign embassies in Pakistan and Pakistani Missions abroad.
    According to the SOPs, Ministry of Foreign Affairs would provide advance information about the staff of international delegates to the relevant departments one week before their arrival.
    Similarly, regarding details about international guests and other important personalities, the concerned departments would be informed at least 72 hours before arrival.
    The landing points for international flights coming to Pakistan with delegates and their staff for hunting purpose have also been identified in the SOPs.
    The Federal Investigation Agency (FIA), Anti-Narcotics Force (ANF), Customs and local administration would ensure immigration, security and other necessary facilities at specified landing points to facilitate the delegates.
    After suspension of all types of landing permits under the direction of the Minister for Interior, the foreigners must obtain visa to visit Pakistan and no foreigner would be allowed to enter without a visa and completing all required immigration process.
    In the case of violation, legal action (which can be arrest) would be taken.
    Under the new SOPs, Ministry of Foreign Affairs would be provided details about all such incoming flights to be cleared by FIA while relevant departments would designate Focal Persons.

    NAIROBI: Like many guys using the Tinder dating app, Sudan loves the outdoors and travels widely. The catch: he's the world's last male white northern rhino and desperately needs to mate.
    "I don't mean to be too forward, but the fate of my species literally depends on me," reads his profile. "I perform well under pressure. I like to eat grass and chill in the mud. No problems. 6 feet tall and 5,000 pounds if it matters."
    Conservationists are hoping that Sudan's Tinder profile will help them raise enough money for $9-million fertility treatment as all attempts at getting him to mate naturally have failed.
    Scientists would use Sudan's sperm to fertilise an egg from one of the two last northern white rhino females: 17-year-old Satu or 27-year-old Najin. The embryo will be implanted in a surrogate southern white rhino, a far more common species.
    "We tried everything to get them to mate naturally," said Elodie Sampere, the marketing manager at Kenya's Ol Pejeta conservancy, where all three white rhinos are accompanied by 24-hour armed guards.
    "When he first tried to mount the girl, the rangers guided him ... but it is difficult with a rhino," she said.
    "We removed them from a zoo environment, which was not conducive to natural instincts, and put them in a semi-wild environment. There were a couple of matings, but it never resulted in a pregnancy."
    Poachers sell northern white rhinos horns for $50,000 per kilo, making them more valuable than gold or cocaine, and his keepers fear that Sudan, who at 43 is ancient for a rhino, may die or be killed before they can raise enough money.
    "There's always that fear. He's old, he might die soon," said rhino expert Richard Vigne, the CEO of Ol Pejeta. "As long as the demand for rhino horn in the Far East persists, there will always be an ever-present threat."

    BERLIN: Ivanka Trump, making her overseas debut as the US "First Daughter" at a women´s summit in Berlin on Tuesday, was forced to defend her father´s attitude towards women.
    Sitting on a G20 panel with female leaders including German Chancellor Angela Merkel, Donald Trump´s daughter drew chuckles from the audience when she praised "my father´s advocacy" on the issue and his role as "a tremendous champion of supporting families and enabling them to thrive".
    The panel moderator, a finance journalist, interjected, saying: "Some attitudes toward women your father has publicly displayed... might leave one questioning whether he is such an empowerer for women."
    "I´ve certainly heard the criticism from the media and that´s been perpetuated," replied the 35-year-old Ivanka.
    "I think the thousands of women who have worked with and for my father for decades, when he was in the private sector, are testament to his belief and solid conviction in the potential of women and their ability to do the job as well as any man."
    Trump ´enabled me to thrive´
    Ivanka, a glamorous former model who started her own fashion line, has worked for her billionaire-father´s company and now has an office in the White House.
    She said her father "encouraged me and enabled me to thrive".
    "I grew up in a house where there were no barriers to what I could accomplish beyond my own perseverance and my own tenacity ... There was no difference for me and my brothers."
    Merkel is seen to be cultivating a good relationship with Ivanka as a key communication channel with the Trump presidency.
    News magazine Der Spiegel saw the meeting as "a summit of the two women who are supposed to moderate Donald Trump -- if that is even possible".
    It said "the hopes of the free world rest on the two women because they supposedly have the power to influence the man who looks down on women".
    ´A veritable coup´
    The Sueddeutsche Zeitung daily said that for Merkel to "have lured Ivanka is a veritable coup for the chancellor".
    Even though there are higher-ranking US officials, it said, "it would be difficult to find a more important and influential representative".
    Ivanka has been accused in the United States of benefiting from nepotism, and was ridiculed on the "Saturday Night Live" comedy show for being "complicit" in promoting Trump´s divisive policies.
    Undeterred, she has spoken out on women´s empowerment, most recently in a Financial Times op-ed article co-written with World Bank president Jim Yong Kim.
    They said only 55 percent of women participate in the paid labour force worldwide and called for better training, improved access to finance and legal changes.
    On the panel Tuesday, however, Ivanka immediately faced a tough opening question from the moderator, Miriam Meckel, editor-in-chief of business weekly WirtschaftsWoche.
    Asked whether she was in Berlin to represent her father, the American people, or her business, Ivanka replied: "Certainly not the latter... I am rather unfamiliar with this role as well, it is quite new to me.
    "It´s been a little under 100 days but it´s just been a remarkable and incredible journey. You know as an entrepreneur and as an individual prior to this, in the private sector, I care very much about empowering women in the workplace."
    A demonstration against Ivanka´s visit was scheduled outside a gala dinner on Tuesday.
    Kathleen Brown, of the protest group Coalition Berlin, charged that Ivanka´s clothing line is produced in "sweatshops" with mainly female garment workers in China, Vietnam and Bangladesh.
    "How can Ivanka Trump talk of women´s ´empowerment´ at the same time President Trump has blocked funding for international reproductive care? Ivanka´s silence on life-and-death matters for women is deafening."
    Trump was also due to visit electronics giant Siemens for a tour of its technical academy and talk with apprentices, and visit Berlin´s Holocaust memorial.

    WASHINGTON: Robert Pirsig, author of the iconic novel "Zen and the Art of Motorcycle Maintenance," has died at the age of 88, US media reported on Tuesday.
    Despite its title, the book published in 1974 to rave reviews and explosive popularity is more a reflexion on metaphysics and existential philosophy than a book on how to fix a motorbike.
    It has sold around five million copies around the world.
    Pirsig died at his home in Maine on Monday, news reports said.
    The book is a first person narrative that draws on a 17-day motorcycle trip that Pirsig took across the US in 1968 with his 11-year-old son Chris.
    In the book Pirsig speaks under the name Phaedrus, one of the characters in Plato´s "Dialogues." He reflects among other things on what should be essential to people as they go about living their lives.
    Pirsig´s son died in 1979 after being stabbed outside a Zen center that he frequented in San Francisco.
    Pirsig, a biochemist by training, published in 1991 another novel that was less successful: "Lila: An Inquiry Into Morals."

    VIENNA: Human activity risks contaminating pristine water stockpiled deep underground since the age of the mammoths, said a study on Tuesday that warns of a looming threat to a critical life source.
    So-called "fossil" groundwater -- more than 12,000 years old -- trickled into sub-surface aquifers long before it could be tarnished by pollution from farming and factory chemicals.
    Generally stored at depths of more than 250 metres (820 feet) under the Earth´s surface, the ancient resource had been assumed to be shielded from pollution by humans -- who rely on it more and more as shallower sources dry up.
    Now, researchers have found traces of modern-era rainwater in wells that bring "fossil" groundwater to the surface -- pointing to a contamination risk.
    "It´s a bit like going to an old folks´ home and suddenly realising there are also little kids running around. That´s great, except if the little kids have the flu," said study co-author James Kirchner of the Swiss Federal Institute of Technology in Zurich.
    The fear, he explained, is that younger water may pollute the ancient aquifers with fertilisers, pesticides or industrial runoff from Earth´s surface -- though they have not found any evidence for this yet.
    Groundwater is rain or melted ice that filters through Earth´s rocky layers to pool in aquifers -- a process that can take thousands, even millions, of years.
    It is the largest store of unfrozen fresh water on Earth.
    Groundwater is pumped to the surface with wells for drinking and irrigation, and supplies about a third of human water needs.
     Thinking long-term
    For the latest study, presented at a European Geosciences Union meeting in Vienna, a research team set out to determine how old Earth´s groundwater really is.
    They used radiocarbon and tritium content to distinguish old from young groundwater and determine their relative abundance.
    New groundwater has more tritium, a short-lived isotope of hydrogen, as it was more recently exposed to Earth´s atmosphere and surface, tainted by nuclear tests since about the 1950s.
    Radiocarbon, on the other hand, takes almost 6,000 years to decay. It is therefore much less abundant in fossil water.
    The data showed that "most of the groundwater under our feet is surprisingly old," said Kirchner.
    Roughly half -- potentially more -- dates from 12,000 years ago or more.
    "The assumption would be if your groundwater comes from a time when mammoths were roaming the Earth, that those mammoths did not have chlorinated hydrocarbons," Kirchner explained.
    "If your water dates from a... pre-industrial era, the assumption would be it can´t be carrying industrial-era contaminants down underground."
    Against expectations, however, the team found that about half of "fossil" groundwater wells they studied contained detectable levels of tritium, indicating the presence of younger water.
    "This observation questions the common perception that fossil groundwater is largely immune to modern contamination," concluded the study, published in the journal Nature Geoscience.
    Fellow author Scott Jasechko, of the University of Calgary, said the findings were worrying on two levels.
    Not only may "fossil" groundwater be exposed to contamination, it would also take millennia to replenish once used up.
    "Conserving groundwater for future generations is important and requires us to consider time spans beyond the typical political or land management timescales of years or decades," he told AFP.
    The High Plains aquifer in the United States, for example, would take an estimated 6,000 years to refill, according to the study authors.
    And Libya´s Nubian aquifer, formed in a geological epoch when the now-dry region was wet and green, is being depleted at a rate of six million cubic metres of water per day.

    Russian Foreign Minister Sergei Lavrov said on Tuesday that a US allegation Moscow was supplying arms to Taliban insurgents in Afghanistan was unsubstantiated.
    The head of US and international forces in Afghanistan said on Monday he was "not refuting" reports that Russia was providing support, including weapons, to the Taliban.
    General John Nicholson was speaking in Kabul during a visit by US Defence Secretary Jim Mattis.
    For some time, American officials have complained of what Nicholson once called "malign influence" by Russia in Afghanistan, but Monday's comments are among the strongest suggestions yet that Moscow is providing arms to the Taliban.
    Asked about reports that Russia was providing a range of help, including weapons, to the Taliban, who control large areas of Afghanistan, Nicholson replied: "Oh no, I am not refuting that."
    Moscow has been critical of the United States over its handling of the war in Afghanistan, where the Soviet Union fought a bloody and disastrous war of its own in the 1980s.
    Russia has previously denied providing any material or financial aid to the insurgent group, but has said it maintains ties with Taliban officials in order to push for peace negotiations.
    A senior US military official, speaking on condition of anonymity, told reporters that intelligence showed that Russia was providing monetary and weapons support to the Taliban, specifically weapons such as machine guns.
    The supply of weapons has accelerated in the past 18 months, the official said.
    Mattis, visiting Afghanistan for the first time as President Donald Trump's defence secretary, said that "any weapons being funnelled here from a foreign country would be a violation of international law."
    As recently as late last month, on a visit to London, Mattis had declined to say whether Russian aid had included weapons.

    LAHORE: Azhar Ali and Umar Akmal make a comeback into Pakistan’s ODI team as the squad for the ICC Champions Trophy was announced on Tuesday.
    A 15-member squad was selected by the Pakistan Cricket Board’s (PCB) National Selection Committee headed by Inzamam-ul-Haq.
    The ICC Champions Trophy will be played in England and Wales from June 1-18 with Pakistan playing their first match against India on June 4.
    A press release from the PCB said the team was selected keeping in mind the conditions and recent performances of some players in domestic and international tours.
    According to the PCB, Azhar Ali was selected in the team because of his good track record in English conditions, while Umar Akmal makes a comeback after a considerable improvement in his fitness, and performance in the ongoing Pakistan Cup.
    Shadab Khan and Fahim Ashraf have been retained in the side to provide a variety in the shape of spin and fast-bowling all-rounders, respectively.
    “Overall the team consists of experience and youth and the selectors believe that team will do well in the ICC event”, said chief selector Inzamam.
     The side led by Sarfraz Ahmed will play warm-up matches against Bangladesh (May 27) and Australia (May 29).

    LONDON: Actress Zoe Saldana is happy release dates for the long-anticipated sequels to 2009 box office smash hit "Avatar" have been announced, joking she does not want to get "too old" to not be able to do her own stunts in the adventure fantasy.
    At the weekend, the official "Avatar" Facebook page posted a photo of director James Cameron with a production team beneath a caption reading: "Great to be working with the best team in the business! Avatar takes flight as we begin concurrent production on four sequels.
    "The journey continues December 18, 2020, December 17, 2021, December 20, 2024 and December 19, 2025!"Speaking to Reuters at the London premiere of "Guardians of the Galaxy Vol. 2" on Monday night, Saldana welcomed the announcement.
    "I´m happy that it´s finally here because. I don´t want to get too old and shoot it because I won´t be able to do my stunts," the 38-year-old actress, who played Neytiri, said.
    "If I haven´t warmed up, I can´t do a stunt to save my life." Set in 2154 on the magical moon Pandora and offering plenty of visual effects, "Avatar", which also starred Sam Worthington and Sigourney Weaver, took in some $2.8 billion at box offices worldwide, smashing records.
    A sequel had been first eyed for 2014 but was delayed.

    KARACHI: Hardly two months after its official inauguration by Prime Minister Nawaz Sharif, broken patches have appeared on Karachi-Hyderabad M9 motorway –risking lives of thousands of commuters on daily basis.
    The M9 motorway started deteriorating as it was unable to stand the regular heavy traffic – resulting in unevenness on the road surface- three kilometres from Lonikot toll plaza tire marks are seen all over a lane.

    Speaking to Geo News, commuters lamented that despite remaining stuck in traffic for hours during its construction, they have got a below the mark road to travel.
    Citizens were overjoyed when the federal government announced work on the M9 motorway, but slow progress had put them in hurdles due to the ongoing construction which doubled the two-hour long journey to four hours for some commuters.
    Earlier, Prime Minister Nawaz Sharif inaugurated a completed section of the Karachi-Hyderabad M9 motorway project on Feb 3.

    Construction of the M-9 motorway started in 2015; with a cost of Rs36 billion, the six-lane 136-km-long M-9 motorway with four interchanges links Karachi and Hyderabad.
    The four interchanges, Dadabhai, Industrial Valley, Nooriabad and Thana Bola Khan will help connect Tharparkar, Jimphir, Keenjhar and other areas as well.
    75km of the 136km Karachi-Hyderabad motorway has been completed, while work is underway on eight- kilometre diversions. The remaining 53 kilometres will be completed by either finishing the patches or including parts of the existing highway into the M9 motorway.
    While the federal government has completed over 50 percent of the M-9 motorway, the entire project is expected to be completed by March 2018.

    KARACHI: Pakistan Muslim League (Functional) lawmaker and former opposition leader in Sindh Assembly Jam Madad Ali has taken oath in the Sindh Assembly after winning the PS-81 (Sanghar-Mirpurkhas) seat.
    An oath-taking ceremony was held today at the Sindh Assembly in honour of Ali.
    Speaking on the occasion, Senior PPP leader Nisar Ahmed Khuhro said that he congratulates Ali for getting freedom from giving forced respect. PML-F lawmakers protested against Khuhro's remarks in the assembly session.
    Earlier, another PML-F MPA Imtiaz Shaikh had joined Pakistan People People’s Party (PPP) after differences with a party leader.
    Shaikh made the final call after meeting with PPP chairman Bilawal Bhutto Zardari and co-chairman Asif Ali Zardari, his spokesman said.
    Shaikh, who is also Special Assistant to Prime Minister, is considered one of the most prominent leaders of PMLF.
    He has also served as secretary to former Chief Minister Sindh Jam Sadiq and was regarded as a strong opponent of PPP.

    KARACHI: Inspector General of Police Sindh AD Khawaja on Tuesday said that he is a government employee and he is bound to follow rules and regulations.
    The IG Sindh was speaking to media representatives outside the Sindh Assembly, he said that he could not leave his post merely based on his will.
    His statements come in relation to the ongoing tug-of-war between the Sindh government and federal government pertaining to his appointment and holding office.
    “I don’t have any issues with the PPP, if anyone has a problem with me then they can be asked about it,” he said.
    He said that he hasn’t entered any petition in the court regarding the matter.

    New Delhi: India could issue millions of cows with unique identification numbers, the latest effort to protect the sacred animals amid a spike in violence by Hindu vigilantes against farmers accused of cattle smuggling.
    The government has told the Supreme Court that millions of cows will be tagged with a tamper-proof plastic tag linked to a national database in a bid to curb smuggling within India and beyond its borders.
    Cows are considered sacred in Hindu-majority India, and their slaughter is a punishable offence in many states.
    "Each animal will have a unique number that will have details like age, breed, ***, height, colour, horn type and special marks," a senior officer from India´s home ministry that prepared the recommendations told AFP.
    A panel from the home ministry was tasked by Prime Minister Narendra Modi´s right-wing government to propose measures against cross-border smuggling after a petition was filed by an animal rights group in the Supreme Court.
    Nearly 175,000 cattle are seized annually on the largely porous borders with Bangladesh and Nepal, according to home ministry figures, with unofficial estimates of the illegal cow trade pegged at nearly two million animals.
    But the proposal comes amid a spike in violence by Hindu mobs against farmers transporting livestock, and a broader crackdown on butchers in India´s most populous state Uttar Pradesh.
    Vigilante squads roaming highways checking livestock trucks for the sacred animals have proliferated since the Hindu nationalist Bharatiya Janata Party (BJP) came to power in 2014.
    These so-called "cow protection squads" beat a Muslim man to death on a highway in Rajasthan this month, accusing him of secretly taking cattle to an abattoir for illegal slaughter. The man was a dairy farmer transporting milk cows.
    Three men transporting buffaloes in their truck were beaten this week in the capital New Delhi.
    At least 10 Muslim men have been killed in similar incidents across the country by Hindu mobs on suspicion of eating beef or smuggling cows in the last two years.
    Most Indian states have banned cow slaughter and imposed heavy penalties and jail terms on offenders, while the transportation of cattle across state lines is also barred in several jurisdictions.

    RAWALPINDI: Pakistan Army on Tuesday contacted Indian Army through hotline as part of a confidence-building measure regarding the movement of civil and military enumerators near the Line of Control (LoC) as part of the ongoing census, an Inter Services Public Relations (ISPR) statement said.
    ISPR said that Indian Army has been approached through Hotline Contact and asked to inform ground troops about the movement of civil and military enumerators to civil populated areas lying close to LOC in AJ&K and Gilgit-Baltistan.
    “The step is aimed at ensuring safety and security of civil and military personnel in wake of unprovoked targeting and persistent ceasefire violations by Indian Army”, the statement read.
    Earlier, similar arrangement was resorted prior to commencement of Census, Phase-1.

    ISLAMABAD: Former Chief Justice Supreme Court Iftikhar Chaudhry has demanded the Prime Minister Nawaz Sharif to resign in light of the Panama case verdict, which ordered formation of Joint Investigation Team (JIT) to probe money trail.
    He warned that the JIT should not end up under the prime minister.
    “Asghar Khan case is before everyone,” Justice (retd) Chaudhry said.
    He also said that Nawaz Sharif has many connections and the Pakistan Muslim League-Nawaz (PML-N) is ruling two provincial governments too.
    The former CJ said that Nawaz Sharif himself made a deal with Musharraf to escape the country in the 1990s. “Mian Sahab himself made an ‘NRO’ and escaped the country.”
    The Supreme Court issued the highly anticipated Panama Papers case decision last week following a months-long hearing on a leak last year that linked PM Sharif´s children to offshore businesses.
    The court ordered further investigations into corruption allegations levelled by the opposition against Prime Minister Nawaz Sharif, saying there was insufficient evidence to order his removal from office.
    "A thorough investigation is required," Justice Asif Saeed Khosa said.
    The verdict ordered the formation of a JIT to carry out an investigation into how Gulf Steel Mill came into being, its sale and liabilities, how the sale proceeds ended up in Jeddah, Qatar and the UK. How the prime minister's children at their tender age had the means to purchase the flats in the early nineties.

    There seems to be some tension in the air between Cristiano Ronaldo and Real Madrid manager Zinedine Zidane.
    According to reports in the Spanish media, Zidane praised Lionel Messi following the El Clasico in which the Barcelona star scored a last minute goal to help secure the win for his side.

    Zidane’s comments did not sit well with his star player Ronaldo, who is reportedly very upset and not happy with his manager’s decision to praise his main rival.
    Ronaldo and Messi are die-hard rivals and are the best two players in the world. Since 2008, the prestigious Ballon d’Or has been up for grabs between the two.

    LAHORE: Another grueling case of brutality against domestic help came to the forefront as a 14-year-old maid, with visible torture marks on her body, was recovered from Lahore’s Muslim Town area on Tuesday.
    The teenager, identified as Palwasha, had run away from the house where she was employed and eventually rescued by Child Protection Bureau. The victim has bruises and torture marks on her nose, hands and fingers.
    The maid, is a resident of Sardarpura village and her dad works as a labourer. A woman had gotten her employed at the house of a man, identified as Imran, about two years ago.
    The maid alleged that Imran and his wife would beat her up on routine basis.
    Currently, the bureau is getting the maid’s medical checkup done and have filed a case against the employers.

    On March 18, a 12-year-old maid was recovered from a house in Islamabad with torture marks on her body. The teenager alleged that her employers used to beat her regularly over petty issues and have even threatened to kill her.
    Last year, a 10-year-old child maid Tayyaba was recovered from a house in Islamabad. Her employers a judge and his wife were accused of torturing the child maid.

    LAHORE: Punjab Law Minister Rana Sanaullah on Tuesday while criticising Pakistan Tehreek-e-Insaf Chairman Imran Khan said that the cricketer-turned-politician is trying to influence the Joint Investigation team constituted to probe the Sharif family’s means to buy properties in London through offshore businesses.
    The provincial law minister was addressing media outside the Punjab Assembly. He said that the PTI first aimed to sway the decision of the Supreme Court in the Panama Leaks case and now it’s trying to do the same with the JIT by launching a social media campaign.
    He said that the PTI is trying to make the judges’ dissenting note look like the apex court’s decision, adding that the public is well aware of the situation.
    Sanaullah did not spare Pakistan People’s Party co-chairman Asif Ali Zardari, saying that the PPP leader campaigning against corruption is a sign of the Judgement Day.
    Imran Khan in his recent video message said that the PTI would protest against the government on the Parade ground in the capital on Friday.

    BEIJING: China Telecommunications Corp will set up resources to complete cross-border telecom infrastructure initiatives including the China-Pakistan information corridor, the China-Laos-Thailand and the China-Bangladesh-Myanmar-India projects.
    “Cross-border telecommunication infrastructure is one of the first steps for international cooperation,” Deng Xiaofeng, CEO of its international unit China Telecom Global Ltd said on Tuesday.
    “Our experience in deploying one of the world’s largest information networks in China can help narrow the digital gap,” he added.
    The company will invest more than $1 billion over the next three to five years to expand its presence in the economies along the Belt and Road Initiative including Pakistan.
    He said it will also raise more money from State-owned financing institutions and private investors, in a move to build land cables, internet data centres and other infrastructure in Southeast Asia, Europe and other regions.
    “State-owned and private capital are now keen to be part of our efforts. We also need their expertise to help us evaluate whether the plans are plausible,” Deng added.
    Deng said the company did not exclude the possibility of investing in foreign telecom carriers to help other developing countries accelerate the development of 4G. But Deng did not disclose more details.
    As of 2016, China Telecom has more than 4,700 overseas employees, with branches and offices in 30 countries and regions, most of which are along the Belt and Road. It has already built 13 internet data centres in six of them.
    According to data from the International Telecommunication Union, the Asia-Pacific region scored 4.58 in informatization level in 2016, lower than the global average of 4.94.
    Xiang Ligang, a telecom analyst and founder of the telecom industry website cctime.com, said China Telecom was one of the first Chinese telecom carriers to go global, with the push starting in the 1990s.
    “Its expansion plans will also help more Chinese telecom equipment makers venture into overseas markets,” Xiang said.
    China Telecom expects that China’s plan to help economies along the Belt and Road improve telecom services will create a market worth $10 billion to $20 billion for the telecom industry over the next five years.

    DAKAR: At least 20 people, the vast majority of them women, were killed when a wooden boat capsized off the coast of central Senegal in a delta region popular with tourists, firefighters told AFP on Tuesday.
    A traditional wooden boat overturned near the coastal town of Bettenty on Monday night, with 72 on board, all except two of them women, said Commander Oumar Kane, a senior official with Senegal´s national firefighters.
    "Unfortunately, we have 20 dead bodies and one missing," Kane told AFP on Tuesday. "The search is ongoing" though 51 people had been saved so far, he added.
    The women are believed to have been on their way to look for seafood in a coastal area well known for delicacies such as oysters, and where tourists flock in large numbers.

    PESHAWAR: The Khyber Pakhtunkhwa Assembly session on Tuesday turned chaotic as government and opposition benches protested over a number of issues including Prime Minister Nawaz Sharif’s resignation.
    The opposition benches protested over Khyber Pakhtunkhwa Ehtesab Commission (KPEC) Act. The KPEC Act was presented to the Assembly for approval, although opposition members wanted time to mull over the amendments in the act, which they weren’t granted.
    The protest started over a resolution presented in the house, demanding the resignation of the PM. The resolution was presented by Pakistan Tehreek-e-Insaf member Ali Haider.
    The PTI’s resolution was accepted amid chaos in the assembly session.
    The opposition members also presented a resolution for the resignation of Chief Minister KP Pervaiz Khattak and Speaker KP Assembly Asad Qaiser.
    The opposition and government members chanted slogans against each other. The government and opposition members also brandished sticks at each other.

     The KPEC Act was introduced in 2014, under which a commission was formed. The commission aims to achieve good governance through prevention of corruption and to hold accountable all public office holders accused of malpractices.

    BANGKOK: A man in Phuket filmed himself killing his child and then himself on Facebook Live, Thai police said Tuesday, the latest example of the social network's live-streaming function being used to broadcast grisly crimes.
    Officers on the southern resort island said they were alerted to the video by friends of the man and rushed to an abandoned hotel near the international airport on Monday afternoon.
    "They had already died when I arrived there," Lieutenant Jullaus Suvannin, one of the first on the scene, told AFP, adding a smartphone was found propped up against a wall.
    Police said they believed the man had previously argued with the mother of the murdered child, an 11-month girl. The man had hung himself and his daughter, they said.
    Channel 3 television broadcast footage of the child's distraught mother, flanked by relatives, picking up both her daughter's body and the man's corpse from the local hospital on Tuesday.
    Facebook was not immediately available for comment.
    The killing comes just days after Facebook chief Mark Zuckerberg vowed to work to keep the world's leading social network from being used to propagate harrowing acts like murder and suicide.
    Zuckerberg was responding to pressure after a man in the US state of Ohio used Facebook Live to broadcast footage of himself walking up to a stranger in the street and shooting him dead.
    The killer went on to fatally shoot himself after a massive manhunt and police chase.
    During a speech last Wednesday Zuckerberg conceded that Facebook had "a lot of work" to do on the issue.
    "We are going to work on building common ground, not just getting more opinions out there," he added.
    Phuket's governor called on Thais not to share the four-minute clip of the murder and suicide, copies of which could still be found on the social network on Tuesday afternoon.

    LONDON: Arsene Wenger insists he is working on Arsenal's future even though he still won't reveal whether he plans to remain in charge after this season.
    Wenger is out of contract at the end of the current campaign and has yet to sign a new deal amid calls for his resignation from Arsenal fans frustrated at their team's disappointing form in recent years.
    Asked on Tuesday if there was any news on his future, the Frenchman told reporters: "No, no", and repeated the response when pressed on whether he had any idea when an announcement will be made.
    And as for whether any decision would be based on how Arsenal perform over the final few weeks of the season, the answer once again was "no".
    The 67-year-old gave himself a little breathing space by leading Arsenal to the FA Cup final against Chelsea thanks to Sunday's 2-1 semi-final win over Manchester City at Wembley.
    But, with Arsenal struggling to qualify for the Champions League via a top-four finish in the Premier League, Wenger knows it would only take a loss against Leicester on Wednesday to spark renewed criticism of his reign.
    Even so, reports suggest he is leaning towards staying and he seemed to validate those suggestions when he talked about looking at transfer targets for next season.
    "I work until the last day of the season for the future," he said.
    "Transfer targets are important for the future of the club. That (my future) is secondary, the future of the club is important."
    Wenger's side host Leicester knowing a victory would move them back up to sixth, three points behind Manchester United and four behind Manchester City, who play each other on Thursday.
    Alex Oxlade-Chamberlain could be involved against the Foxes despite leaving Wembley on crutches.
    The England midfielder took a kick to his foot against City and will be assessed before Wenger names his squad.
    "It was precautionary. It is not a bad injury and we will test him today (Tuesday). Nobody was really injured after the game," Wenger said.
    "Overall that win will give us a bit more confidence, I think it will convince everybody that with the right energy level, the right fighting spirit and the right togetherness we can beat everybody.
    "For morale, yes for sure, for confidence as well. Big games give you the confidence that you can win and that is the most important thing in our job."
    Wenger admits Arsenal are likely to have to win all of their remaining games to stand a chance of breaking back into the top four.
    "It looks like we will, that has to be the target and to achieve that we have to win the next one," he said.
    "We have to take the energy level we showed on Sunday into the Premier League."
