Ahm: Yeh report samajhne aur import planning ke liye hai. Actual shipment se pehle latest FBR Customs Tariff, PSW, DRAP requirements, valuation aur taxes dobara verify karein.

1. Sab se Pehle – Aapke 4 Products

Tasveer mein manual/aneroid Blood Pressure Apparatus ke 4 components hain: BP cuff, BP pump/inflation bulb with valve, BP bladder aur stethoscope.

Product	PCT / HS Code	Basic classification	FY 2025-26 CD reference
BP Apparatus Cuff	9018.9050	Sphygmomanometer / BP apparatus	0%
BP Pump / Inflation Bulb + Valve	9018.9050	BP apparatus ka component	0%
BP Apparatus Bladder	9018.9050	BP apparatus ka component	0%
Stethoscope	9018.9020	Stethoscopes	0% reference

Important: Aapke complete manual BP apparatus ke context mein cuff, bladder aur pump ko 9018.9050 se relate kiya jata hai, jab ke stethoscope ka separate PCT 9018.9020 hai. Agar cuff/bladder/pump replacement parts ke taur par bilkul alag import hon to Customs separate classification dekh sakta hai.

2. HS Code ka Matlab Kya Hai?

HS/PCT code Customs ko batata hai ke imported product kya hai. Isi classification ki bunyaad par Customs Duty, taxes aur regulatory requirements apply hoti hain.

·         9018.9050 – Sphygmomanometer / Blood Pressure Apparatus.

·         9018.9020 – Stethoscopes.

·         Invoice mein product ka exact naam, model, quantity aur description likhein.

·         Complete set ko jaan-boojh kar galat description mein declare na karein.

3. Customs Duty aur Valuation

FBR Pakistan Customs Tariff FY 2025-26 ke reference mein PCT 9018.9050 par Customs Duty 0% listed hai. August 2026 mein actual import se pehle FY 2026-27 tariff aur latest SROs verify karna zaroori hai.

·         0% Customs Duty ka matlab yeh nahi ke import par koi tax/charge nahi hoga.

·         Sales Tax, Advance Income Tax/Withholding, port, terminal aur clearing charges alag ho sakte hain.

·         Customs declared invoice value ko valuation rules/rulings ke mutabiq assess kar sakta hai.

·         FBR Valuation Ruling No. 2030/2025 mein specified generic aneroid sphygmomanometer category ke liye US$3.26 per piece ka valuation benchmark diya gaya tha.

·         Branded products par valuation ruling ki applicability alag ho sakti hai.

4. Sales Tax aur Doosre Charges

Charge	Asaan Explanation
Customs Duty	9018.9050 ke FY 2025-26 reference mein 0%; current year verify karein.
Sales Tax	Current Sales Tax law/schedule ke mutabiq calculate hoga.
Advance Income Tax / Withholding	Importer ke tax status aur current FBR rules par depend kar sakta hai.
Regulatory / Additional Duty	Current PCT aur SROs se verify karna hoga.
Port / Terminal / Clearing	Shipping line, port aur customs agent ke actual charges.

Ahm: Final landed cost nikalne ke liye sirf '0% duty' use na karein; current tax assessment aur local charges bhi include karein.

5. DRAP – Medical Device Requirement

Blood Pressure Apparatus medical purpose ke liye use hota hai, is liye commercial import mein DRAP yani Drug Regulatory Authority of Pakistan ki requirements important hain.

1.       Pakistan importer ka applicable DRAP Establishment License to Import Medical Devices complete hona chahiye.

2.       Exact product, manufacturer aur model ki DRAP classification confirm karein.

3.       Applicable product enlistment/registration/approval complete karein.

4.       Shipment ke waqt required DRAP clearance/arrival process follow karein.

5.       Manufacturer ke technical aur quality documents ready rakhein.

Manual/aneroid sphygmomanometer ke DRAP records mein Class A examples milte hain, jab ke electronic/automatic BP monitors ke records mein Class B examples bhi milte hain. Is liye exact model ki final classification DRAP se confirm karna behtar hai.

6. Kya NOC Zaroori Hai?

Normal commercial import ke liye generic NOC ko main authorization samajhna theek nahi. Commercial medical-device import mein DRAP establishment licensing aur applicable product approval/enlistment important hota hai.

Situation	NOC / Permission	Asaan Samajh
Normal commercial approved/enlisted device	Generic NOC normally main requirement nahi	DRAP licence + product approval + clearance documents
Unregistered hospital/institution import	Special permission/NOC ho sakta hai	Shipment se pehle DRAP approval
Personal-use import	DRAP NOC route ho sakta hai	Commercial bulk import ka route nahi
Donation	Special permission/NOC	Separate DRAP pathway
Sample/testing/evaluation	Permit/approval route	Purpose aur quantity restricted ho sakti hai

7. China Supplier se Kaun se Documents Lene Hain?

·         Proforma Invoice (PI).

·         Commercial Invoice – exact product name, model, quantity, unit price, total value, Incoterm aur origin.

·         Packing List – cartons, quantity, gross/net weight aur dimensions.

·         Bill of Lading ya Air Waybill.

·         China ka Certificate of Origin, agar applicable/FTA claim ho.

·         Manufacturer ka business licence/company registration.

·         Medical-device manufacturing/regulatory evidence, jahan applicable ho.

·         ISO 13485 certificate, agar applicable/available ho.

·         Free Sale Certificate / equivalent evidence, agar DRAP dossier mein required ho.

·         Declaration of Conformity / conformity documents.

·         Product catalogue aur technical brochure.

·         BP gauge accuracy/calibration/test report.

·         Manufacturer Authorization Letter (LOA), agar required ho.

Golden Rule: Supplier ke PI, invoice, packing list, certificates aur DRAP documents mein manufacturer name, model number aur product description same honi chahiye.

10. China-Pakistan FTA aur Certificate of Origin

Ek important baat: China se import ke liye Certificate of Origin aur Pakistan ka Form-E same cheez nahi hain. Form-E ko China import Certificate of Origin ka substitute na samjhein.

·         Agar China-Pakistan FTA ke under preferential duty claim karni ho to exact product ki eligibility aur rules of origin check karein.

·         Supplier se correct China-Pakistan FTA Certificate of Origin mangwayen, agar preference applicable ho.

·         Agar current MFN duty already 0% hai to FTA se customs-duty saving zero ho sakti hai.

·         Origin certificate mein exporter, consignee, producer, transport, HS code aur origin details correct honi chahiye.

19. Final Conclusion – Bohat Asaan Alfaaz Mein

Aap China se yeh products Pakistan import kar sakte hain. Manual BP apparatus ke liye primary PCT 9018.9050 aur separate stethoscope ke liye 9018.9020 hai. FY 2025-26 reference mein 9018.9050 par Customs Duty 0% listed thi, lekin actual 2026 shipment ke liye latest tariff, valuation aur taxes verify karna zaroori hai. Sab se important requirement DRAP ki applicable medical-device licensing/registration hai.

Final Warning: HS code, valuation aur final tax treatment shipment ki exact description, brand, model, origin, tariff year aur current Customs/DRAP rules par depend karte hain. Commercial shipment se pehle official confirmation zaroor lein.
