Wetting your lips with saliva will only make it worse. Saliva does not inherently have oil in it. Which means dry lips will only become dryer when in contact with saliva.

If you have damage that cannot be fixed from brushing, go to a dentist to get a cleaning done. Yellow or stained teeth are a huge turn-off. Similarly, make sure you have fresh breath.
